At the Hon Gai Port Border Guard Station (under the Provincial Border Guard Command), an average of over 40 sets of import/export and entry/exit documents are processed daily, involving over 100,000 tons of goods and people working on various types of vehicles. To support citizens and businesses in completing border procedures, the unit has accelerated the implementation of electronic border procedures. Currently, the processing time has been shortened to only 5-7 minutes compared to hours previously.
In particular, to meet the requirements of the task associated with streamlining the organizational structure, the Hon Gai Port Border Guard Station has proactively coordinated with port units to maintain good management of the seaport border gate, preventing any gaps in management and ensuring smooth import, export, and cross-border activities.

Lieutenant Colonel Nguyen Manh Dat, Deputy Commander of the Hon Gai Port Border Guard Station (Provincial Border Guard Command), stated: The unit has proactively reviewed and clearly defined the functions and duties of each department and individual after the reorganization, promptly disseminating the new work procedures adjusted, supplemented, and issued by superiors, ensuring clarity of personnel, tasks, and responsibilities. Simultaneously, the unit strictly maintains the professional duty roster in border control procedures, as well as in border control inspection and supervision activities at the seaport border gate area, absolutely preventing any gaps in management. The unit focuses on consolidating its staff, arranging forces in a streamlined yet specialized manner; strengthening coordination with functional forces and local authorities, promptly exchanging information, and handling emerging situations to ensure the maintenance of security and order in the seaport border gate area under all circumstances.

According to Mr. Trinh Van Ky of T And TA Maritime Agency Joint Stock Company, businesses currently only need 6-7 minutes per application to complete import/export and entry/exit procedures related to border guards, customs, and quarantine forces through the national public service portal. Through interactions, tourists and representatives of shipping companies who have visited Quang Ninh have generally agreed that security and safety at the ports are very well ensured, and procedures are quick and efficient. This is a significant advantage for Quang Ninh in the eyes of international visitors.

The waters of Quang Ninh province constitute the largest fishing ground in the Gulf of Tonkin, holding a crucial position on maritime routes. This is an advantage for developing the marine economy , but it also harbors potential for illegal activities that threaten maritime security and order. Playing a core role, the Provincial Border Guard Command has intensified the implementation of legal regulations on maritime border management, especially Government Decree No. 71/2015/ND-CP on the management of activities of people and vehicles in the maritime border area of the Socialist Republic of Vietnam. Through patrols combined with legal awareness campaigns along the maritime borders, and timely assistance to fishermen during natural disasters and emergencies, the Border Guard Command has strengthened the solidarity between the military and the people, making a significant contribution to creating a safe and stable maritime border, and firmly protecting the country's "gateway" from the sea.

Mr. Nguyen Nhat Truong (a fisherman from Quang Ha commune) shared: "Whenever I go to sea and my boat encounters a problem or needs help, I just call via radio, and the border guards quickly arrive to assist. Thanks to their guidance and reminders, I don't go to foreign waters to fish. If I spot any strange or foreign vessels fishing in our waters, I immediately report it to the border guards and other relevant authorities."
The province's port and logistics infrastructure is being invested in a synchronized manner, connecting multiple modes of transport. In addition, maritime border security and port checkpoints are ensured, and administrative procedures are quick and efficient. Currently, Quang Ninh's sea routes handle approximately 8.3% of cargo transport and 11.3% of passenger transport, accounting for 40.5% of the total cargo volume passing through seaports in the northern region. This affirms the province's position as an important logistics center in the region and the country.
