Improve the quality of inspection and supervision.
Deeply aware of the importance of inspection and supervision work, from the beginning of the year, Party committees and inspection committees at all levels in Duy Xuyen district proactively developed programs and plans for their respective levels, avoiding overlap, duplication, or omissions in areas and fields.
According to Mr. Truong Cong Thanh, Chairman of the Inspection Committee of the Duy Xuyen District Party Committee, the district Party Committee has 64 grassroots Party organizations (18 Party committees, 46 Party branches) and 185 Party branches directly under the grassroots Party committees, with a total of 4,294 Party members.
From the beginning of 2024 until now, in addition to issuing regulations on coordination between the District Party Committee's Inspection Committee and 11 related sectors, Party committees and inspection committees from the district to the grassroots level have concretized documents and regulations on inspection and supervision work to suit the situation and tasks of the locality, agency, and unit...
"The Party Committee and the Inspection Committee regularly direct the consolidation and improvement of the quality of the inspection staff from the district to the grassroots level. Attention is paid to planning, rotation, appointment, and utilization of cadres to improve the quality of the staff and meet the requirements of the tasks in the new situation."
"Particular attention should be paid to ensuring that the content of inspection and supervision is focused, targeted, and accurate to the actual situation; paying attention to areas, fields, and positions where violations are likely to occur; and addressing new, emerging, prominent issues that are of public concern, such as personnel work, land management, investment and construction, finance and budget, asset control, and income..." - Mr. Thanh said.
According to Mr. Truong Cong Thanh, from the beginning of 2024 to the present, Party committees from the district level to the grassroots have inspected 49 Party organizations and 53 Party members; and conducted thematic supervision of 50 Party organizations and 56 Party members. The Party Discipline Inspection Committees at all levels have inspected 55 Party organizations and conducted thematic supervision of 39 Party organizations and 47 Party members.
As a result, Party committees and inspection committees at all levels disciplined 17 Party members for violations, including 12 reprimands, 4 warnings, and 1 expulsion. At the same time, the District Party Committee's Inspection Committee suspended the Party membership of 4 members; received 4 letters of complaint, including 2 denunciations and 2 petitions, and promptly resolved them in accordance with regulations.
Tighten discipline
Inspection and supervision activities in Duy Xuyen were implemented seriously, with no forbidden areas and no exceptions, and were linked to the effective implementation of anti-corruption work. Through inspection and supervision, many places strengthened weak Party organizations and enhanced unity and consensus within the Party.
However, some Party committees and grassroots Party inspection committees have not thoroughly studied and grasped the regulations on inspection and supervision work. Therefore, the implementation, dissemination, and organization of tasks related to inspection and supervision remain passive and disorganized. Furthermore, the monitoring, correction, and remediation of shortcomings and violations after inspection and supervision are still limited in some areas.
Mr. Nguyen Quang Manh, Permanent Deputy Secretary of the Duy Xuyen District Party Committee, stated that from now until the end of 2024, Party committees and inspection committees at all levels should continue to improve the quality of the inspection and supervision activities planned for the year.
In particular, attention should be paid to the implementation of three key, breakthrough tasks for the 2020-2025 period: developing services and tourism , developing infrastructure and urban areas, and developing human resources.
On the other hand, it is crucial to proactively grasp the situation, promptly inspect Party organizations and Party members when there are signs of violations, in order to prevent, deter, correct, and remedy shortcomings and violations early on, from afar, from the grassroots, and from their very inception.
Mr. Mạnh said that the locality implements a focused and targeted inspection approach; expanded supervision, with particular emphasis on leaders and key officials in areas, localities, and positions where negative practices and corruption are likely to occur.
Of particular note is the development and implementation of working regulations, the enforcement of regulations on the management and use of land, resources, minerals, finance, public assets, public investment, and personnel organization, especially in the period leading up to the upcoming Party Congress.
In implementing Resolution No. 19 (dated December 17, 2021) of the Quang Nam Provincial Party Committee on strengthening Party inspection, supervision and discipline work in the 2021-2025 period, to date, through inspection and supervision, Party committees from the district to the grassroots level have disciplined 49 Party members for violations; the Party Inspection Committees at all levels have disciplined 29 Party members for violations.
