
Lesson 1: The foundation for the entire Party to carry out inspection and supervision.
The Central Committee's issuance, dissemination, and immediate implementation of Resolution No. 05-NQ/TW, dated April 7, 2026, and Regulation No. 21-QĐ/TW, dated April 11, 2026, with many new points, is of particular importance in creating a "legal framework" and "operational foundation" for Party inspection, supervision, and disciplinary work for the entire term and subsequent periods. The Central Committee emphasizes that inspection and supervision work is not solely the responsibility of the inspection committees at all levels, but a task for the entire Party.
Clearly define the responsibilities of Party committees and organizations.
The issuance of the two aforementioned important documents is a concrete step in implementing the Resolution of the 14th National Congress of the Party, meeting increasingly high demands and ensuring the principle that wherever there are activities of Party organizations and Party members, there must be inspection and supervision, in accordance with the two-tiered local government model.
One of the notable new points is that Regulation No. 21 adds the principle: "Party organizations must comply with inspections and supervision by competent authorities." This means that, in addition to conducting their own inspections and supervision, party organizations must also comply with inspections and supervision by competent authorities.
According to Comrade Pham Thai Ha, a member of the Central Inspection Committee , the new regulations set clearer requirements for compliance with inspections and supervision by competent authorities. This is a very important principle, affirming the mandatory nature of compliance; all Party organizations must comply with the requirements of competent authorities during inspections and supervision, with no "forbidden zones," no "exceptions," and no obstruction, avoidance, delay, refusal to explain, cooperate, or provide documents... in order to achieve the core goal of maintaining discipline and order within the Party.
Party organizations must comply with inspections and supervision by competent authorities to ensure unity, the principle of democratic centralism, and the obedience of subordinates to superiors. When competent authorities conduct inspections and supervision, subordinates must comply. Party organizations that fail to comply with inspections and supervision may be subject to review and disciplinary action according to regulations.

According to Ngo Quoc Hung, Secretary of the Party Committee of Ngoc Thien commune, Bac Ninh province, the regulation requiring Party organizations to fulfill "two roles" in carrying out inspection and supervision tasks will promote increased self-inspection and self-supervision, proactively build a mechanism for regular supervision, and conduct inspections and supervision from the outset.
According to him, the guiding principle of "the entire Party carrying out inspection and supervision work" clearly demonstrates its systematic and comprehensive nature; it emphasizes the responsibility of Party organizations and members, especially leaders; and it focuses on the "foundational" role of Party branches in thematic supervision of Party members.
The Party branch is where Party members live, train, and are directly managed. Any signs of moral decay, if detected and corrected early by the Party branch, will not accumulate into major violations.
When Party branches are properly positioned in inspection and supervision work, it means that the requirement for self-rectification is emphasized. This becomes even more urgent when grassroots units are given more autonomy and responsibility.
Regulation No. 21 further clarifies the delegation of authority to the Standing Committee of the Party Committee to consider and decide on the issuance of regulations on coordination between the Inspection Committee and the police, military, inspection, state audit, procuracy, people's courts at the same level, and other relevant Party organizations, agencies, and units.
This adjustment aligns with the current model, where the commune level does not have its own inspection agency, procuracy, or people's court; the provincial level has a provincial/city inspection agency; and the procuracy and people's court are at the provincial and regional levels within the province.
Based on local experience, Nguyen Viet Dung, Secretary of the Party Committee of Nam Dong Ward, Hai Phong City, believes that this fundamental new approach is a direct solution to remove bottlenecks, difficulties, and confusions at the grassroots level.
When the responsibilities of each organization and individual are clearly defined, and a tight coordination process is established, the exchange of information, verification, inspection, monitoring, and handling of violations will be more synchronized, timely, and unified, especially when implementing a two-tiered local government model. The ward-level Party Committee's inspection committee can directly connect with provincial or regional agencies; shortening the processing time and increasing the proactive responsibility for detecting violations at the grassroots level.
Increase the authority of inspection committees at all levels.
In addition to the powers already stipulated in current documents, the new Regulations add four more provisions, including the right for the inspection committee to request relevant organizations, agencies, and units to appoint officials to participate in inspection and supervision teams.
This change has practical value for the operation of inspection committees at all levels, especially at the grassroots level, given the limited and new workforce, with only 3-7 full-time members at the commune-level Party committee; and 3-5 full-time and part-time members at the grassroots-level Party committee, plus the increasing pressure of their duties.
However, according to the Central Inspection Commission, to ensure the principles, processes, and procedures in carrying out inspection and supervision tasks, when proposing participation in inspection teams and delegations, Party committees and inspection commissions at all levels need to instruct the comrades nominated to participate to strictly adhere to discipline in speech, confidentiality of information, files, and documents; and to comply with the principles when contacting and working with the subjects of inspection and supervision.
Regarding the establishment of a data exploitation mechanism to serve inspection and supervision work, aiming to promote digital transformation and meet the requirements of data-driven inspection and supervision, Regulation No. 21 allows inspection committees at all levels to connect databases of multiple state agencies in the fields of banking, securities, property registration, land, taxation, inspection, auditing, prosecution, trial, enforcement of judgments, and other databases, based on strict compliance with the regulations of the Party and the laws of the State.
According to Comrade Pham Thai Ha, the right to connect to the databases of State agencies in the aforementioned field to serve inspection and supervision work is also consistent with the tasks and powers of the Central Inspection Committee as stipulated in Article 1 of the newly issued Regulations on the Working Procedures of the Central Inspection Committee.
According to the new regulations, in the future, commune-level inspection committees may also be authorized to connect to the database system. However, inspection committees at all levels are only allowed to connect to the databases of state agencies in the prescribed fields, and are not allowed to connect to similar data from the non-state sector.
In order to strengthen operational measures, according to Regulation No. 21, when conducting inspection and supervision work, the inspection committee is allowed to use measures such as audio and video recording, sealing files and documents, requesting competent authorities to freeze accounts, seize assets, temporarily suspend exit from the country, and other measures as prescribed by law.
Applying these measures in accordance with the law will contribute to enhancing transparency in inspection and supervision activities; at the same time, it will increase the responsibility of those being inspected and supervised in complying with legal regulations.
Along with the provisions adjusted, supplemented, and updated in Regulation No. 21 on disciplinary enforcement within the Party; handling complaints against Party organizations and Party members; handling appeals against Party discipline, etc., ensuring synchronicity and consistency with the Resolution of the 14th Party Congress and Resolution No. 05, creating a solid foundation and basis to strongly promote thinking and action according to the motto of doing, doing correctly, and doing decisively to improve the quality, effectiveness, and efficiency of inspection and supervision work in the period of rapid and sustainable national development.
