Removing difficulties for large projects, creating development momentum

Since the beginning of the year, the Provincial Party Committee, People's Council and People's Committee have focused on leading, directing and effectively implementing many tasks and solutions to accelerate the implementation of 71 large and key investment projects, creating momentum for the province's socio-economic development, contributing to the successful implementation of Resolution No. 58 of the Politburo and the Resolution of the 19th Provincial Party Congress, term 2020-2025.

Mr. Le Minh Nghia, Director of the Department of Planning and Investment, said: In 2024, the total public investment capital in the province allocated by the Central Government is 12,115 billion VND; of which, the planned public investment capital from the State budget is more than 11,785 billion VND, the provincial budget savings in 2023 transferred to the first phase of 2024 is more than 330 billion VND... Based on the capital absorption capacity of the projects, the Provincial People's Council has built and transferred the capital plan in a reasonable manner to promote the effectiveness of this capital source. In order to resolutely implement and disburse public investment capital, from the beginning of 2024, the Chairman of the Provincial People's Committee issued a directive on accelerating the progress of implementation, disbursement of public investment capital and improving the effectiveness and efficiency of management and use of public investment capital in 2024.

In order to speed up the progress of major projects to create momentum for development, the Provincial Party Committee, People's Council and People's Committee have focused on leading, directing and effectively implementing many tasks with many solutions to remove difficulties for the projects. Provincial leaders regularly inspect the site, work specifically with investors and localities to grasp the situation and directly resolve difficulties in the project implementation process, especially site clearance (GPMB), material supply... According to the report of the Provincial People's Committee, in the first 7 months of 2024, functional branches will focus on implementing major projects such as: Van Thien Road to Ben En; investing in the construction of the coastal road section Nga Son - Hoang Hoa; the road connecting National Highway 1 with National Highway 45 from Hoang Xuan commune, Hoang Hoa district to Thieu Long commune, Thieu Hoa district; upgrading and expanding Le Loi Avenue, section from Phu Son intersection to Dong bridge, Thanh Hoa city; Traffic route from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa; Sea square, festival landscape axis of Sam Son city; Flamingo Linh Truong (Area A and Area B)...

In order for the projects to be implemented on schedule, the Provincial People's Committee has directed departments and branches to improve the effectiveness of State management, and at the same time, organized online conferences between the Provincial People's Committee and districts, towns and cities on public investment; organized conferences to work directly with investors to resolve difficulties and problems for projects such as: listening to reports on the implementation of the Land Acquisition and Clearance Project, investment in the construction of resettlement areas and land acquisition and clearance of industrial parks in Nghi Son Economic Zone and a number of projects in Nghi Son town; Solving difficulties and problems in supply, material prices and implementing the land acquisition plan for the Bim Son Industrial Park road project to the coastal road... According to reports from investors and units assigned to monitor the project, out of a total of 71 projects, 35 projects have not yet had or have had difficulties and problems resolved, the remaining 36 projects have had difficulties and problems during project implementation, focusing on a number of contents such as: Determining the origin of land is facing many difficulties due to lack of supporting documents and data, causing difficulties in developing land acquisition plans; investment in construction of some resettlement areas is still slow, affecting the progress of land acquisition of the project; Coordination between related units, time to resolve documents in compensation for land acquisition is sometimes not timely and effective; in some cases, people deliberately delay and do not cooperate with the land acquisition council...

To speed up the implementation of major and key projects in the province, the Provincial People's Committee has directed all levels, sectors and units to focus on propaganda and raising awareness of cadres, party members and people about the significance and importance of major and key projects, thereby creating consensus and support for implementation in the area; regularly monitor, urge and effectively support investors to speed up the implementation of projects. Along with that, continue to improve the effectiveness of State management of direct investment projects; focus on implementing well the land acquisition and clearance plan to implement land use projects in the province in 2024. The functional branches have resolutely and proactively handled and removed obstacles and difficulties, resolutely and strictly handled construction contractors and consulting units that do not comply with the commitments in the bidding documents, if necessary, consider terminating the contract and immediately replacing other contractors according to regulations.
