Since the beginning of the year, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have focused on leading, directing, and effectively implementing many tasks and solutions to accelerate the progress of 71 large-scale, key investment projects, creating momentum for the province's socio-economic development and contributing to the successful implementation of Resolution No. 58 of the Politburo and the Resolution of the 19th Provincial Party Congress, term 2020-2025.

Mr. Le Minh Nghia, Director of the Department of Planning and Investment, stated: In 2024, the total public investment capital allocated by the Central Government to the province is 12,115 billion VND; of which, the planned public investment capital from the State budget is over 11,785 billion VND, and the savings from provincial budget expenditures in 2023 carried over to the first phase of 2024 is over 330 billion VND... Based on the capital absorption capacity of the projects, the Provincial People's Council has developed and adjusted the capital plan appropriately to maximize the effectiveness of this capital. To decisively implement and disburse public investment capital, at the beginning of 2024, the Chairman of the Provincial People's Committee issued a directive on accelerating the implementation and disbursement of public investment capital and improving the effectiveness and efficiency of managing and using public investment capital in 2024.

To accelerate the progress of major projects that drive development, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have focused on leading, directing, and effectively implementing many tasks with various solutions to overcome difficulties for the projects. Provincial leaders regularly inspect the sites, work specifically with investors and localities to understand the situation and directly resolve obstacles in the project implementation process, especially land clearance and material supply. According to the report of the Provincial People's Committee, in the first seven months of 2024, functional agencies focused on implementing major projects such as: the Van Thien to Ben En road; investment in the construction of the coastal road section from Nga Son to Hoang Hoa; the road connecting National Highway 1 with National Highway 45 from Hoang Xuan commune, Hoang Hoa district to Thieu Long commune, Thieu Hoa district; upgrading and expanding Le Loi Boulevard, the section from Phu Son intersection to Dong bridge, Thanh Hoa city; Roads connecting Bim Son Industrial Zone to the coastal road section from Nga Son to Hoang Hoa; the Sam Son City seaside square and festival landscape axis; Flamingo Linh Truong (Zone A and Zone B)...

To ensure that projects are implemented on schedule, the Provincial People's Committee has directed departments and agencies to improve the efficiency of state management, and at the same time, organized online meetings between the Provincial People's Committee and districts, towns, and cities on public investment; organized direct working meetings with project owners and investors to resolve difficulties and obstacles for projects such as: hearing reports on the implementation of the land clearance plan, investment in the construction of resettlement areas and land clearance for industrial zones in the Nghi Son Economic Zone and some projects in Nghi Son town; Addressing difficulties and obstacles related to the supply and price of materials and the implementation of the land clearance plan for the Bim Son Industrial Park to coastal road project... According to reports from the investors and the units assigned to oversee the projects, out of a total of 71 projects, 35 projects have either not encountered or have had their difficulties and obstacles resolved, while the remaining 36 projects face difficulties and obstacles during implementation. These difficulties mainly focus on several issues such as: Determining land ownership is challenging due to a lack of supporting documents and data, hindering the development of land clearance plans; the construction of some resettlement areas is slow, affecting the progress of land clearance; coordination between relevant units and the time taken to process compensation and land clearance documents are sometimes untimely and ineffective; and in some cases, people deliberately delay and refuse to cooperate with the land clearance council...

To accelerate the implementation of major, key projects in the province, the Provincial People's Committee has directed all levels, sectors, and units to focus on disseminating information and raising awareness among officials, Party members, and the people about the significance and importance of these projects, thereby creating consensus and support for their implementation. They have also regularly monitored, urged, and effectively supported investors in accelerating project progress. Simultaneously, they have continued to improve the effectiveness of state management of direct investment projects; focusing on effectively implementing the land clearance plan for land-use projects in the province in 2024. Functional agencies have proactively and decisively addressed and resolved obstacles and difficulties, resolutely taking strict action against construction contractors and consulting units that fail to fulfill their commitments in the bidding documents. If necessary, they have considered terminating contracts and immediately replacing contractors in accordance with regulations.
