
Checking the source of loans for job creation in Ngoc Lac commune.
Determined to start a business and develop the local economy , Mr. Tran Van Hieu from Minh Son commune researched and invested in a model of breeding cattle and growing pineapples. During the process, he received a loan of 100 million VND from the employment program of the Vietnam Bank for Social Policies in Ngoc Lac. Along with his family's capital and hard work, his family now owns more than 10 cows and 1 hectare of pineapples, providing a stable income.
It's not just Mr. Hieu; hundreds of households in the communes of Ngoc Lac district have also accessed policy-based capital to develop their family economies. Ms. Le Thi Canh, from Minh Son commune, said: “In 2025, I received a 100 million VND loan to invest in pig farming and pineapple cultivation. This first pineapple crop is expected to be harvested in six months, and my herd of several dozen pigs is also ready for sale. In my hometown, we have land and labor, but previously lacked capital, making development difficult. Thanks to the job creation loan program, I dare to invest long-term, develop a sustainable economy, and stabilize my life sooner.”
Recognizing the employment creation loan program as one of its key initiatives, the Ngoc Lac branch of the Vietnam Bank for Social Policies (VBSP) has proactively coordinated with local Party committees, authorities, and entrusted organizations to promote the dissemination of policies, review eligible borrowers, and disburse funds promptly and to the correct beneficiaries. VBSP transaction points have enhanced access to preferential policy credit services for poor households and other policy beneficiaries. Policy credit programs for ethnic minorities and people in remote areas have helped them access financial services and preferential credit services from the State to develop their economy. As of early December 2025, the total outstanding loan balance of the bank's credit programs reached approximately 674 billion VND, with nearly 14,000 borrowers. Of this, loans under the employment creation program amounted to nearly 68 billion VND with 814 borrowers. The loan projects primarily serve the needs of occupational transformation and the development of agriculture , small-scale industries, mechanics, carpentry, livestock farming, poultry farming, and aquaculture.
According to Ho Minh Hoan, Director of the Vietnam Bank for Social Policies in Ngoc Lac district: "The loan program for job creation is not just about providing capital support, but also about creating motivation for people to proactively develop their livelihoods and gradually escape poverty sustainably. Given the specific characteristics of operating in mountainous communes where people's economies are still facing many difficulties, policy-based capital has helped open up many opportunities to change people's lives. Regarding the great need for loans to create jobs, we will focus on reviewing needs and coordinating with local authorities to effectively deliver capital to those in need."
According to regulations, the loan amount for the job creation program for workers is 100 million VND; for loans to businesses and production and trading establishments, it is 2 billion VND. With preferential interest rates equal to those for loans to near-poor households, the accelerated implementation of the program will create favorable conditions to help people and production and trading establishments invest in production, create jobs, increase income, and become wealthy in their homeland.
The effectiveness of the employment loan program at the Ngoc Lac branch of the Vietnam Bank for Social Policies (VBSP) is clear evidence that preferential credit policies have been implemented effectively, providing strong support for people to develop production and increase income. In the future, VBSP Ngoc Lac will continue to simplify loan procedures, disburse funds promptly, and strengthen inspection and supervision of loan utilization efficiency, contributing to socio-economic development and rural development in the localities.
