Removing obstacles in the field of internal affairs.

The Department of Internal Affairs has just established a Task Force to implement the two-tiered local government model (referred to as Task Force 4916) to inspect, monitor the situation, and promptly handle or recommend solutions to difficulties and obstacles related to internal affairs at the commune level.

During a direct inspection at the People's Committees of Thanh Hung and Hoa Hung communes, Task Force 4916 observed that the communes were generally operating smoothly, promptly consolidating their organizational structures to ensure uninterrupted state management and public service. The Public Administrative Service Center was located in an easily accessible location; its equipment and facilities were adequate, meeting the needs for applying information technology in state agency operations. The inspection revealed that some received, processed, and returned documents complied with regulations; and there were no complaints or requests from citizens or businesses.

The People's Committees of Thoai Son, Phu Hoa, Oc Eo, Dinh My, Vinh Trach, and Tay Phu communes stated that the implementation process is still facing obstacles in organizational structure and personnel management; recruitment, employment, and management of civil servants and public employees; implementation of policies and regulations for people with meritorious services; receiving and processing administrative procedures; and strengthening security and order forces at the grassroots level… They also proposed solutions to improve the effectiveness of the two-tiered local government system.

According to Deputy Director of the Department of Internal Affairs Truong Long Ho: “Through inspections, we have learned that localities still face many difficulties and obstacles in performing their tasks, due to the increasing pressure on the workload at the commune level; limitations in personnel management capacity and internal affairs expertise. The system of physical facilities and information technology infrastructure is not synchronized; there is a lack of horizontal coordination mechanisms between communes...”.

Furthermore, Task Force 4916 received numerous complaints regarding the lack of specific regulations on the decentralization and delegation of authority to commune People's Committees in the field of internal affairs, especially regarding the decentralization and delegation of authority in the management of cadres, civil servants, and public employees. Some tasks still require consultation or approval from higher levels, causing delays in implementation. The implementation of the model where the Party branch secretary and village head are held by two individuals (instead of being part-time as before) lacks new guidelines, making it difficult to assign non-specialized personnel to villages. At the public administrative service center, the system operates slowly and experiences errors due to the rapid transfer of civil registration data and processing of large attached files; the relevant unit is requested to promptly rectify these issues to ensure system stability.

Following the review, many issues were resolved. The Department of Internal Affairs issued a document to provincial departments, agencies, and commune-level People's Committees requesting feedback on the draft regulations on the decentralization of recruitment, employment, and management of civil servants under the authority of the Provincial People's Committee. The Department of Internal Affairs has finalized the draft and submitted it to the Provincial People's Committee for promulgation.

Some commune officials and civil servants have expressed a desire to return to school to participate in teaching (currently working in the culture and social affairs department). The Department of Internal Affairs stated that the chairman of the commune People's Committee has the authority to transfer commune officials to work at public service units under the management of their respective People's Committee. Regarding the lack of a decision on the official allocation of staffing quotas for communes after the administrative unit reorganization, the Department of Internal Affairs has issued official letters requesting agencies, units, and commune People's Committees to report on the staffing situation after the reorganization. Based on these reports, the Department of Internal Affairs will compile the information for the Provincial People's Committee to submit to the Provincial Party Committee and the Standing Committee of the Provincial Party Committee for their opinions as prescribed.

Mr. Truong Long Ho noted: “The field of internal affairs has many important tasks, and I request that localities pay attention to implementing them correctly according to regulations; closely monitor related work, especially the management, use, and recruitment of civil servants, public employees, and non-specialized personnel. Currently, job positions are changing frequently, so it is necessary to effectively manage personnel files, staffing, and check civil servant records... At the same time, I request that localities continue to pay attention to directing and operating the two-level local government system stably and smoothly; promptly report difficulties, obstacles, and suggestions to the Department of Internal Affairs and relevant sectors and levels for compilation, resolution, or recommendation for handling within their authority.”
