
Hanoi sets price framework for apartment building management services.
According to Decision No. 25, effective from the beginning of this week, the price range for management and operation services for apartment buildings with elevators will be a minimum of 1,200 VND/m2/month and a maximum of 16,500 VND/m2/month. Compared to 2025, the service price range remains unchanged.
This price framework does not include revenue from premium services such as saunas, swimming pools, cable TV, internet, or other enhanced amenities. Furthermore, for apartment buildings not owned by the state, the People's Committee at the commune level will directly handle disputes regarding management fees, handover, management, and use of maintenance fees for common areas in accordance with the Housing Law. For apartment buildings owned by the state, the People's Committee at the commune level is tasked with overseeing the activities of the investor, the management and operation unit, and the management board in financial management; and resolving disputes related to building operations.
In fact, apartment buildings with low management fees in Hanoi are not just social housing. For example, apartments in the HH Linh Dam building (Hoang Liet ward) currently have a management fee of only about 250,000 VND/month.
Meanwhile, some new social housing projects such as NHS Trung Van (Dai Mo ward) are applying service fees ranging from nearly 8,000 VND/m2/month. Thus, the smallest apartment there (69 m2) already has a fee of over 500,000 VND/month.
For high-end commercial apartment projects with amenities such as swimming pools, gyms, libraries, etc., the common service fee ranges from 19,000 to 24,000 VND/m2/month, and can even be higher depending on the quality and standards of management and operation.
