Hanoi needs a new mindset to attract technology talent.

VHO - On the morning of June 19th, in Hanoi, the Hanoi People's Committee organized a workshop to discuss mechanisms, policies, and preferential measures to attract high-tech human resources to work in high-tech zones and promote innovation activities in these zones.

At the seminar, many experts offered insightful opinions on policies to attract talent to the capital city. Professor, Dr. Bui Thi Minh Hong, Director of Education Management at VinUni University and Vice President of the VinFuture Foundation, argued that to attract talented scientists from both within and outside the country, it is necessary to build a grand vision, address truly challenging problems, and develop an open cooperation model.

"Compensation is necessary, but it's not the deciding factor. Talented people will come if they see a genuine opportunity to contribute and work in an environment that respects scientific values," Ms. Hong emphasized.

Deputy Director of the National Innovation Center (NIC), Do Tien Thinh, proposed that investment in technological infrastructure should come first, especially clean energy, telecommunications, and the internet, followed by social infrastructure such as roads, housing, and schools. He also suggested additional tax and land incentives for large enterprises, along with programs to support international trade cooperation.

Mr. Nguyen Trung Chinh, Chairman of the Board and Executive Chairman of CMC Technology Group, suggested that Hanoi should take the lead in implementing a "three-party" cooperation model involving the State, scientists, and businesses right in the Hoa Lac High-Tech Park. This is a way to create a truly innovative ecosystem, where businesses are the center of innovation, scientists are the driving force behind knowledge, and the State plays the role of policy maker, orienter, and leader. If this three-party cooperation model is built effectively, it will be a sustainable foundation for Hanoi to retain talent and create new growth drivers for the entire region.

Mr. Chinh also argued that what Hanoi needs are mechanisms that are truly attractive to each group of experts. For example, leading experts need incentive policies linked to output results and performance-based salaries; for Vietnamese people abroad or international experts, there needs to be policies on visas, residency, long-term property ownership, personal income tax exemptions, and family support. For young talents, there needs to be incubation mechanisms, connecting startups with investors, and expert protection programs. Most importantly, these policies must be clear, transparent, easily accessible, and effectively communicated to the international community.

Concluding the workshop, Standing Vice Chairman of the Hanoi People's Committee Le Hong Son stated that the city is urgently finalizing resolutions to concretize the amended Law on the Capital City. These will include clear, substantive, and groundbreaking preferential policies for technology experts, innovation founders, and R&D organizations, aiming to realize the goal of achieving double-digit growth in the Capital City's GRDP from 2026.

"Hanoi is ready to be a testing ground for new models. And the city needs the support of businesses with vision and a spirit of innovation like CMC," Mr. Son emphasized.

In July, Hanoi is expected to issue nearly 20 resolutions specifying the amended Law on the Capital City, of which about 10 resolutions are directly related to science, technology, innovation, and digital transformation.
