On May 30th, representatives from the Hanoi City Technical Infrastructure Management Center (Hanoi Department of Construction) provided information on projects to address localized flooding on inner-city streets – these are key public investment projects of Hanoi City.
According to the center's representative, the initial contract stipulated a construction period of 5 months. However, to expedite traffic flow and improve urban aesthetics, the Hanoi People's Committee directed that the project be shortened to 60 days (from March 1st to May 31st).
Following the directives of Hanoi City, construction projects are being simultaneously implemented on a series of central streets in Hoan Kiem, Cua Nam, and Hai Ba Trung wards, including: Le Phung Hieu, Le Lai, Ly Thai To, Phan Chu Trinh, Ly Thuong Kiet, Quan Su, Quang Trung, Trang Tien, Tran Nguyen Han, Tran Nhan Tong, Tho Nhuom, and Hai Ba Trung.

According to the investor, the project faced significant time pressure during implementation, requiring a five-day suspension of construction for diplomatic purposes. Furthermore, unfavorable weather conditions, including five consecutive nights of rain (from May 19th to 23rd), directly impacted progress on the construction site. To compensate for this delay, the construction units immediately increased shifts and maintained a 24/7 presence at the site.
As one of the main traffic arteries, the construction project on Quang Trung Street is being handled with special measures. Since May 24th, the Department of Construction has coordinated traffic diversion, allowing the contractor to work around the clock. Simultaneously, vehicles transporting excavated soil and construction materials have been permitted to circulate during the day to ensure a consistent supply. As a result, significant improvements have been achieved on the construction site, with a construction speed of up to 60 meters per day (30 meters for the day shift and 30 meters for the night shift); 10 construction teams are operating continuously.
According to the investor's representative, the goal is to complete this street, including restoring the ground surface and laying the first layer of asphalt, before May 31st or at the latest June 1st.
As of the end of the night of May 29th, the barriers at the two critical points have been removed. On May 30th and 31st (weather permitting, no rain), all remaining barriers will be removed to restore the rough asphalt layer. The paving of the entire road cross-section with fine-grained asphalt will be carried out in stages over four nights, with a commitment to completion before June 15th.
For the remaining streets in the project list, the construction time frame has also been adjusted to extend by 2 hours (starting from 8 PM the previous day to 5 AM the following day) in order to optimize nighttime construction time and minimize daytime traffic congestion.
Regarding the actual progress, the investor stated that by the end of the night of May 29th, barricades had been removed at 5 locations; on May 30th and 31st, all remaining barricades were removed, restoring the road surface to the first layer of rough asphalt. The smooth asphalt paving of the entire road surface will take place over 7 nights, to be completed definitively before June 15th.
Representatives from the Center affirmed that the unit is focusing all its efforts and closely monitoring developments on the construction site to provide timely guidance. To boost worker morale, the investor has implemented an on-the-spot bonus system for teams and groups of workers who meet or exceed daily progress targets.
