Hanoi proposes three phases for implementing a smart transportation system.

The Hanoi People's Committee has just submitted a proposal to the City People's Council to issue a Resolution approving the "Smart Transportation Project in the city".


The proposal is expected to be considered and approved by the Hanoi City People's Council at a special session to be held on November 19, 2024.

According to the Hanoi People's Committee, the implementation of the project will help to form a smart transportation system for the city in stages; at the same time, it will be an important tool for managing and operating traffic.

Hanoi's Intelligent Traffic Management Center is gradually proving effective.

According to the Hanoi People's Committee, the overall architectural framework of the intelligent transportation system comprises a physical architecture framework and an information architecture framework. The physical architecture framework has four main components: ITS users (citizens, businesses, and management agencies), vehicles integrated with smart devices, intelligent transportation infrastructure, and the city's traffic control and monitoring center.

The information architecture framework consists of five layers: equipment and connectivity infrastructure, digital data, digital platform, ITS applications, and communication channels between the ITS system and users.

The ITS system will have 12 functions, including: traffic monitoring, traffic information provision, traffic control, support for handling traffic violations, public transport management, parking management, incident management, and traffic infrastructure management…

The project is expected to be implemented in three phases. Phase 1 (2025-2027) will involve the establishment and operation of the city's traffic management and control center. The center will have a smart traffic management and control unit, initially utilizing 9 out of 12 functions such as traffic monitoring and traffic information provision.

Regarding funding, the city proposed two options for phase 1. Option 1 involves leasing all services at a cost of VND 392.9 billion/3 years. Option 2 involves investing in hardware infrastructure combined with leasing the entire system of software and services for operation and maintenance, with an estimated cost of VND 402.8 billion/3 years.

Phase 2 (2028-2030) will expand the scope and operational area for the 9 functions established in Phase 1. Simultaneously, all 12 functions required by the intelligent transportation system will be completed and put into operation. All activities related to the management and operation of city traffic will be integrated into the central hub.

Phase 2 will also have two funding options. Option 1 involves investing in hardware infrastructure (investing in all infrastructure and peripheral equipment systems) combined with leasing the entire system of software and services for operation and maintenance, at a cost of VND 1,195.5 billion/3 years. Option 2 involves leasing the entire system (infrastructure, hardware, software, operation, maintenance, etc.) at a cost of VND 1,198.3 billion/3 years.

Phase 3 (from after 2030) will enhance the operational efficiency of the city's intelligent transportation system; synchronously integrating with the development of transportation infrastructure to create smart mobility within the city, making Hanoi a city with an advanced traffic management and operation system on par with the region.

Regarding funding, Option 1 involves investing in hardware infrastructure combined with leasing the entire system of software and services for operation and maintenance, with a total cost of VND 2,464.2 billion/3 years. Option 2 involves leasing the entire system (infrastructure, hardware, software, operation, maintenance, etc.): VND 2,480.3 billion/3 years.

Regarding investment resources, the Hanoi People's Committee proposes that Phase 1 be implemented through the leasing of information technology services. For subsequent phases, once the system is familiar and the technology is stable, a combined approach of investing in hardware infrastructure and leasing software systems, along with system maintenance and repair services, will be proposed.
