Recently, Chairman of Hanoi People's Committee Tran Sy Thanh chaired the second meeting of the Steering Committee on implementing measures to prevent and combat waste in the City.

At the meeting, the Steering Committee heard a report on the plan to implement waste prevention and control measures in 2025 and the following years in Hanoi.

Notably, the City mentioned the case of the urban functional area project at 233, 233B and 235 Nguyen Trai Street (Thanh Xuan District).

Accordingly, to avoid the case of relocated production facilities being left fallow and slow to put the land into use, the Steering Committee assigned the Hanoi Department of Natural Resources and Environment to complete the content by this week at the latest and submit it to the City People's Committee to sign a document reporting to the Prime Minister on the content beyond the City's authority.

"Cao Xa La" area is a popular name that Hanoians use to refer to the "golden land" area at 233, 233B and 235 Nguyen Trai. This name comes from the fact that this place used to be the address of three large factories, including Sao Vang Rubber Factory, Hanoi Soap Factory, and Thang Long Tobacco Factory.

After these factories are relocated to serve urban re-planning and pollution reduction, the land is expected to be used to build new urban areas, with a population of about 46,000 people. This place is considered a "golden land" because it is located next to a major traffic axis, next to the Royal City urban area and many famous universities.

In addition, the Steering Committee also removed difficulties and obstacles for the investment project to build the headquarters of Saigon - Hanoi Commercial Joint Stock Bank ( SHB ) at 31 - 33 - 35 Ly Thuong Kiet (Hoan Kiem district).

For this project, the Chairman of the Hanoi People's Committee assigned the Department of Planning and Architecture to preside over and coordinate with the People's Committee of Hoan Kiem District to organize the planning of urban design of the streets in December 2024, and submit for appraisal and approval according to current regulations of law.

After the planning is approved, SHB Bank completes the project investment proposal dossier and submits it to the competent authority for approval.

Regarding the project of office complex, hotel, commercial center, apartments for sale at 94 Lo Duc (Hai Ba Trung district), Mr. Tran Sy Thanh said that the project has been dragging on for many years, so it is necessary to focus on solving and removing problems to prevent waste. Specifically, in January 2025, the project must be completely handled.

The meeting also considered the management of houses and land used as headquarters of central and local agencies in Ha Dong district, which have been abandoned for many years. Currently, there are 6 houses and land belonging to 5 central ministries and agencies that have been reviewed as being unused or being used ineffectively; 2 houses and land belonging to 2 departments, agencies and units are not being used.

Faced with the above reality, the Department of Finance has proposed a plan to transfer these housing and land facilities to local management.

In addition, according to the People's Committee of Ha Dong district, the district currently has 7 working offices that are not in use or are not being used effectively. It is expected that they will be transferred to build and expand educational and training facilities, or transferred to the ward People's Committee for management as cultural and sports facilities.

In conclusion, the Chairman of the Hanoi People's Committee agreed with the solutions to handle housing and land in Ha Dong district proposed by the Department of Finance. At the same time, Mr. Thanh noted that units need to "take the lead" in handling assets and public headquarters when implementing the arrangement of commune-level administrative units and implementing the arrangement and streamlining of the political system's apparatus.
