After merging 52 provinces and cities to form 23 new provinces and cities, many secretaries and chairmen of the merged provinces and cities were transferred to the Central Government to take up their duties.

On the afternoon of July 1, the Central Policy and Strategy Committee held a conference to announce the Politburo 's decision to transfer and appoint Mr. Nguyen Anh Tuan, former Secretary of the Bac Ninh Provincial Party Committee, as Deputy Head of the Central Policy and Strategy Committee.

Mr. Nguyen Anh Tuan, born in 1979, has a doctorate in economic management and was appointed by the Politburo to hold the position of Secretary of the Bac Ninh Provincial Party Committee from March 2022. After Bac Ninh province merged with Bac Giang, the Politburo appointed the former Secretary of the Bac Giang Provincial Party Committee to be Secretary of the Bac Ninh Provincial Party Committee after the merger.

Also at the conference, the representative of the Central Organizing Committee announced the decision of the Secretariat to transfer Mr. Nguyen Duc Hien, Standing Deputy Secretary of the Ca Mau Provincial Party Committee, to the position of Deputy Head of the Central Policy and Strategy Committee. Mr. Hien was Deputy Head of the Central Policy and Strategy Committee before being transferred to the position of Deputy Secretary of the Ca Mau Provincial Party Committee in September 2024.

Previously, many secretaries, chairmen, and deputy secretaries of provincial Party committees in the merged provinces and cities were also transferred to the Central Government.

In the new Tuyen Quang province, after the merger of Tuyen Quang and the old Ha Giang, the Secretary of the old Tuyen Quang Provincial Party Committee, Ms. Ha Thi Nga, was assigned by the Politburo to join the Standing Committee of the Central Committee of the Vietnam Fatherland Front.

Ms. Ha Thi Nga was also introduced by the Politburo to the Central Committee of the Vietnam Fatherland Front for consultation and election as Vice President of the Vietnam Fatherland Front.

Ms. Ha Thi Nga, Secretary of Tuyen Quang Provincial Party Committee (former), received the transfer decision of the Politburo on the afternoon of June 30.

Mr. Hau A Lenh, Secretary of Ha Giang Provincial Party Committee (former), was appointed by the Politburo as the new Secretary of Tuyen Quang Provincial Party Committee.

In the new Thai Nguyen province, after merging with Bac Kan province and Thai Nguyen province (old), Bac Kan Provincial Party Secretary Hoang Duy Chinh was transferred to the Standing Committee of the National Assembly Party Committee and was recently elected by the National Assembly as a member of the National Assembly Standing Committee; the National Assembly Standing Committee appointed him as Permanent Vice Chairman of the National Assembly Ethnic Council.

Mr. Trinh Viet Hung, Secretary of Thai Nguyen Provincial Party Committee (old), was appointed by the Politburo as the new Secretary of Thai Nguyen Provincial Party Committee.

Meanwhile, Chairman of Thai Nguyen Provincial People's Committee Nguyen Huy Dung was transferred to hold the position of full-time member of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation. Mr. Dung, previously Deputy Minister of Information and Communications, was transferred to the locality.

In the new Phu Tho province, after merging with Vinh Phuc and Hoa Binh provinces, Phu Tho Provincial Party Secretary Bui Minh Chau stopped participating in the Executive Committee of the new Phu Tho Provincial Party Committee and was appointed as Head of the provincial National Assembly delegation.

The Standing Deputy Secretary of the Phu Tho Provincial Party Committee (formerly), Mr. Phung Khanh Tai, was also appointed by the Secretariat to join the National Assembly Party Committee, holding the position of Deputy Secretary of the Party Committee.

In the new Hai Phong City , after merging with Hai Duong, the Secretary of the Hai Duong Provincial Party Committee (old) Tran Duc Thang was transferred, assigned, and appointed to hold the position of Permanent Deputy Inspector General of the Government Inspectorate. Mr. Thang was previously the Deputy Head of the Central Inspection Committee, and was transferred to be the Secretary of Hai Duong from October 2022.

The person appointed as Secretary of the Hai Phong City Party Committee after the merger is Mr. Le Tien Chau, Secretary of the old Hai Phong City Party Committee.

The Prime Minister presented the appointment decisions to Mr. Tran Duc Thang (right cover), former Secretary of the Hai Duong Provincial Party Committee, as Permanent Deputy Inspector General of the Government Inspectorate and Mr. Ho Van Nien, former Secretary of the Gia Lai Provincial Party Committee (left cover) as Permanent Deputy Minister of the Ministry of Ethnic Minorities and Religions.

In the new Ninh Binh province, after the merger of the three provinces of Ninh Binh, Nam Dinh, and Ha Nam, the Secretary of the Ninh Binh Provincial Party Committee (old) Doan Minh Huan was mobilized and appointed by the Politburo to hold the position of Permanent Deputy Director of the Ho Chi Minh National Academy of Politics. Mr. Doan Minh Huan is a member of the 13th Party Central Committee, and was mobilized by the Politburo to be the Secretary of the Ninh Binh Provincial Party Committee from March 2023 while holding the position of Editor-in-Chief of the Communist Magazine.

Secretary of the Nam Dinh Provincial Party Committee Dang Khanh Toan was also transferred and appointed by the Politburo to hold the position of Deputy Chief of the Party Central Committee Office. This is also the position Mr. Toan held before being transferred and appointed as Secretary of the Nam Dinh Provincial Party Committee in November 2024.

Mr. Doan Minh Huan, former Secretary of Ninh Binh Provincial Party Committee (left), was transferred to work as Permanent Deputy Director of Ho Chi Minh National Academy of Politics.

In the new Gia Lai province, after merging with Binh Dinh, the Politburo appointed Mr. Ho Quoc Dung, Secretary of Binh Dinh Provincial Party Committee, as Secretary of the (new) Gia Lai Provincial Party Committee.

Mr. Ho Van Nien, Secretary of Gia Lai Provincial Party Committee (former), was appointed by the Prime Minister as Permanent Deputy Minister of the Ministry of Ethnic Minorities and Religions.

In the new Ho Chi Minh City , after merging Binh Duong and Ba Ria - Vung Tau provinces with the old Ho Chi Minh City, the Secretary of the Ho Chi Minh City Party Committee was appointed as Mr. Nguyen Van Nen, the Secretary of the old Ho Chi Minh City.

Binh Duong Provincial Party Secretary Nguyen Van Loi did not participate in the new Ho Chi Minh City Party Executive Committee and was appointed as Head of the Ho Chi Minh City National Assembly Delegation after the merger.

In Can Tho City , after the merger of Soc Trang and Hau Giang provinces and Can Tho City, the newly appointed Secretary of the Can Tho City Party Committee is Mr. Do Thanh Binh, the former Secretary of the Can Tho City Party Committee.

Soc Trang Provincial Party Secretary Lam Van Man was elected as a member of the National Assembly Standing Committee and Chairman of the National Assembly's Council of Ethnic Minorities.

In Vinh Long province, after the merger of Ben Tre, Vinh Long and Tra Vinh provinces, Ben Tre Provincial Party Secretary Ho Thi Hoang Yen was appointed to hold the position of Deputy Secretary of the new Vinh Long Provincial Party Committee.

Mr. Le Hong Quang, Secretary of An Giang Provincial Party Committee (right), was transferred and appointed as Deputy Head of the Central Internal Affairs Commission.

The former Secretary of Tra Vinh Provincial Party Committee, Mr. Ngo Chi Cuong, was appointed as the new Secretary of Vinh Long Provincial Party Committee.

Meanwhile, Mr. Tran Tien Dung, Secretary of the Vinh Long Provincial Party Committee (formerly), has just been transferred and appointed by the Politburo as Deputy Secretary of the Dien Bien Provincial Party Committee. The conference announcing the decision was held on the afternoon of July 1. Mr. Dung was previously Deputy Minister of Justice, and was recently transferred to be Secretary of the Vinh Long Provincial Party Committee in January 2025.

Mr. Tran Thanh Lam, Standing Deputy Secretary of Ben Tre Provincial Party Committee, was transferred and re-appointed as Deputy Head of the Central Propaganda and Mass Mobilization Commission.

In the new An Giang province, after the merger of An Giang and Kien Giang, An Giang Provincial Party Secretary Le Hong Quang was transferred and appointed as Deputy Head of the Central Internal Affairs Commission.

Mr. Le Hong Quang was Deputy Chief Justice of the Supreme People's Court before being transferred to the position of Secretary of the An Giang Provincial Party Committee in April 2021.

Mr. Nguyen Tien Hai, Secretary of Kien Giang Provincial Party Committee (former), was appointed by the Politburo to hold the position of new Secretary of An Giang Provincial Party Committee.
