Dong Nai: The journey of bringing social housing policy to realize people's dream of settling down

(DN) - Dong Nai is one of the localities with rapid industrialization, the demand for social housing is increasing, especially among workers and low-income laborers. In that context, preferential credit policies have become an important bridge to help many people realize their dream of settling down and stabilizing their lives. The Trang Bom Social Policy Bank (SPB) transaction office and the journey of bringing social housing policies to the people have brought about clear changes from the preferential loans of the SPB and the support of enterprises implementing the project.

Unable to hide the joy in his eyes, Mr. Nguyen Vu Duy, a lecturer of Information Technology at Dong Nai Forestry University, has always cherished the dream of building a decent house for his family for many years. In 2022, when he started construction with a total cost of nearly 1 billion VND, his economic conditions were not enough, at that time he learned about the loan program for construction, renovation and repair of houses of the Vietnam Bank for Social Policies. This is a preferential program for poor households, near-poor households, low-income people and policy beneficiaries.

Thanks to the timely support of the Trang Bom Social Policy Bank Transaction Office, Mr. Duy's family was disbursed 500 million VND to complete the house. Mr. Duy shared: "The family's finances were only enough to prepare half of the cost of building the house. Luckily, after researching and learning that the Social Policy Bank had a loan package for state officials, civil servants, and low-income workers, my family completed the loan application procedures and was granted 500 million VND by Trang Bom Social Policy Bank. I am very grateful to the Social Policy Bank for creating conditions for my family to realize our dream of settling down and having a career."

Nearly 2 years ago, Mr. Trieu Thanh Truong, an employee of Pousung Vietnam Co., Ltd., was one of the first households to have access to preferential loans to buy social housing in Trang Bom. With a loan of 125 million VND and his own financial resources, Mr. Truong was able to own his own social housing.

For him, this is a big turning point in his life towards the goal of settling down and having a career. “With my current income of about 8 million VND and without preferential loans from the Social Policy Bank, I cannot buy my own house. I feel very happy and joyful” - Mr. Truong confided.

According to the report of the Trang Bom Social Policy Bank Transaction Office, by September 30, 2025, the unit had disbursed more than 20 billion VND to 45 customers, with outstanding loans reaching more than 15 billion VND to 40 customers. The social housing policy credit capital has contributed to helping 45 low-income people, workers and policy beneficiaries build and repair 33 houses and buy more than 12 social houses.

Mr. Vo Anh Tuan, Deputy Director of the Trang Bom Social Policy Bank Transaction Office, said: According to Decree No. 100/2024/ND-CP of the Government detailing a number of articles of the Housing Law on the development and management of social housing, from August 1, 2024, the loan interest rate is 6.6%/year, the loan interest rate is equal to the loan interest rate for poor households as prescribed by the Prime Minister from time to time. The maximum loan amount is 80% of the value of the contract for purchase, lease, or hire-purchase of a house. In case of new construction or renovation or repair of a house, the maximum loan amount is 70% of the estimated value or capital use plan, not exceeding 1 billion VND and not exceeding 70% of the value of the property securing the loan. The maximum loan term is not more than 25 years from the date of disbursement of the first loan.

Another advantage is that currently, the procedures for purchasing social housing are carried out according to the Government's regulations. At the same time, the People's Committee of Dong Nai province has issued a decision on the subjects eligible to purchase social housing. Investors have also disseminated and provided information on the website of the Department of Construction and the Provincial People's Committee, in which the full list of subjects eligible to purchase and the selling price are declared, making it easier for people to access the State's social housing policy.

In Dong Nai, many low-income workers have accessed preferential loans to buy social housing or build their own dream homes. This is a vivid proof of the effectiveness of the policy, contributing to the realization of the dream of home ownership for many families.

Deputy Director of the Bank for Social Policies, Dong Nai branch, Vo Trong Hoa, shared: “Recognizing the important role of the program, the Bank for Social Policies, Dong Nai branch, has coordinated with local authorities, socio-political organizations, savings and loan groups to propagate, review, grasp, confirm the subjects, and create favorable conditions for beneficiaries to access capital. The social housing credit program for policy subjects is implemented through the activities of the Bank for Social Policies, Dong Nai branch. In the first 9 months of the year, the Bank for Social Policies, Dong Nai branch, has disbursed loans to more than 150 households to buy, hire-purchase, repair and build new social housing with a total amount of over 140 billion VND, bringing the outstanding social housing loans of the entire branch to over 530 billion VND with 1,250 customers with outstanding loans."

Deputy Director of the State Bank of Vietnam, Branch 2 (Ho Chi Minh City - Dong Nai) Nguyen Duc Lenh said: “The results of social housing lending in Dong Nai province are positive. In which, the two main factors that have been promoted are the mechanism and policy on social housing credit being well organized and implemented, the provincial Social Policy Bank and credit institutions proactively implementing and actively approaching social housing projects, coordinating with project investors and relevant agencies, departments and branches in the entire process of approving subjects, providing information, consulting and guiding loans..., supporting people who are subjects of social housing policies to access credit capital conveniently.

In particular, the attention and implementation of social housing projects according to well-organized plans is an important factor contributing to creating a supply of social housing at reasonable and suitable prices, promoting and creating conditions for the housing credit policy in Dong Nai province to promote its effectiveness and organize and implement the program well in recent times.

Developing social housing is not only a solution to immediate housing, but also a foundation for sustainable development. Because when workers and laborers have stable housing, they will feel secure in their long-term commitment to their jobs and their locality. Thereby, it contributes to ensuring social security and political and social stability, creating a foundation for comprehensive and sustainable development.

On October 10, 2025, the Government signed and issued Decree 261/2025/ND-CP amending and supplementing a number of articles of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing and Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development. In the newly issued decree, the Government agreed to raise the income ceiling for social housing buyers. Specifically, it will be increased to 20 million VND/month for individuals, 40 million VND/month for couples, 30 million VND/month for single individuals raising young children (currently 15 million VND/month for individuals, 30 million VND/month for couples, no separate regulations for single people raising young children).
