Hanoi finalizes administrative unit reorganization plan: fast and in accordance with regulations.

This afternoon, July 11th, a liên ngành (inter-ministerial) working group from the Central Government, led by Deputy Minister of Home Affairs Nguyen Duy Thang, surveyed the implementation of the reorganization of district and commune-level administrative units in Hanoi during the 2023-2025 period.

At the meeting, the Director of the Hanoi Department of Internal Affairs, Tran Dinh Canh, provided a summary of the plan for reorganizing administrative units at the district and commune levels in Hanoi for the period 2023-2025. According to the plan, after the reorganization, the number of district-level administrative units will be 30, including 12 districts, 17 counties, and 1 town; the number of commune-level administrative units will be 518, including 337 communes, 160 wards, and 21 townships. The number of district-level administrative units will decrease by 0 due to the reorganization, and the number of commune-level administrative units will be 61, including 46 communes, 15 wards, and 0 townships.

The reorganization of administrative units at all levels in the city aims to concretize the policy of continuing reform in accordance with the spirit of Resolution 18-NQ/TW dated October 25, 2017, of the Sixth Plenum of the Central Committee of the XII Party Congress on "Some issues on continuing to reform and reorganize the organizational structure of the political system to be streamlined, effective and efficient"; Resolution 37-NQ/TW dated December 24, 2018, of the Politburo on the reorganization of district and commune-level administrative units to reduce the number of administrative units and reorganize the organizational structure of the political system to be streamlined, effective and efficient; and Resolution 35/2023/UBTVQH15 dated July 12, 2023, of the Standing Committee of the National Assembly on the reorganization of district and commune-level administrative units in the period 2023-2030.

The reorganization of administrative units at all levels within Hanoi has ensured compliance with legal regulations, aligns with local realities, contributes to streamlining the administrative apparatus, improving the efficiency of local government, reducing staffing levels, and lessening the burden on the state budget; it also enhances the quality, effectiveness, and efficiency of the civil servant workforce to better serve the people. Simultaneously, the reorganization of commune-level administrative units facilitates the concentration of land and population resources, expands planning space, focuses investment on modern production, and effectively utilizes the potential and strengths of natural resources and minerals for development; avoiding scattered investment in construction while demand remains limited.

In particular, streamlining the organizational structure and personnel is a difficult, complex, and sensitive issue directly related to the operation of organizations and the rights of officials and civil servants. Therefore, to effectively implement the Plan, it requires high political determination and decisive leadership in its implementation, considering it a regular and continuous task; a clear plan and roadmap must be developed, avoiding haste, subjectivity, and voluntarism.

Therefore, the Standing Committee of the City Party Committee has established a Steering Committee, organized conferences to disseminate information, worked with localities, and carried out many other tasks… As a result, the dossier for the reorganization of district and commune-level administrative units in the 2023-2025 period has been completed and submitted to the Ministry of Interior.

Emphasizing that the working group's opinions were very specific and clear, offering suggestions for Hanoi to improve the next steps for smoother implementation, the Vice Chairman of the Hanoi People's Committee also stated that the city has basically fully accepted the opinions and will report to the Standing Committee of the City Party Committee for further refinement and implementation. At the same time, he requested the Department of Internal Affairs, the permanent agency of the Project, to promptly review and unify the data in the dossier and submission; and clarify the reasons for the adjustments between the initial and later proposals…

"Based on the delegation's opinions, the Hanoi People's Committee will assign relevant departments to implement the plan; we hope that ministries and agencies will provide support and assistance to help Hanoi get the plan approved soon, so that it can be implemented," Vice Chairman of the Hanoi People's Committee Vu Thu Ha stated.

It is necessary to have clear thinking from the top.

Listening to the opinions of Hanoi city leaders and a number of relevant agencies and units, Deputy Chairwoman of the National Assembly's Law Committee Nguyen Phuong Thuy highly appreciated the efforts and strong political determination of the entire political system of Hanoi in developing this Project, given the large number of administrative units subject to restructuring, and their unique characteristics stemming from the traditions, history, and culture of the capital city. In the context of this administrative unit restructuring being part of the general policy of the Party and State to reduce the number of administrative units and increase their scale, Hanoi has faced many difficulties and unique circumstances, but has proactively implemented the project early, closely following guidelines and closely monitoring its development and completion, with a high rate of approval from voters in the localities subject to restructuring.

Therefore, Ms. Nguyen Phuong Thuy suggested that the city should provide specific explanations for the Project, so that when reporting to the Standing Committee of the National Assembly, there is a basis for a highly convincing explanation. This explanation could include the argument that Hanoi's planning is still in the process of being finalized, which will serve as the basis for the formation and development of new units. Therefore, in the next phase, the reorganization of administrative units in the city will be even more decisive; the reorganization should be divided into stages, with achieving the reduction in the number of administrative units as outlined in the Project between 2023 and 2025 already being a great success…

Concluding the survey, Deputy Minister of Home Affairs Nguyen Duy Thang acknowledged Hanoi's efforts in developing the plan for reorganizing district and commune-level administrative units for the period 2023-2025. He also requested the city to pay attention to the reorganization of civil servants, the restructuring of subordinate administrative units, and the resolution of surplus personnel, emphasizing the importance of thorough communication and understanding from the leadership level; and to prioritize the resolution of paperwork and procedures for residents in the area during the reorganization process.

“It is necessary to link the administrative unit restructuring in this phase with the restructuring in the 2026-2020 period, and with the Hanoi Capital Development Plan. The Hanoi People's Committee and the Hanoi Department of Internal Affairs should proactively coordinate with the Department of Local Government (Ministry of Internal Affairs), linking each content to specify the data accurately, logically, clearly, and completely, quickly while still ensuring compliance with regulations, in order to have a complete plan to submit to the Central Government that receives high consensus, can be implemented well, and creates a new face for the development of the Capital,” the Deputy Minister of Internal Affairs emphasized.
