Simultaneously, the Hanoi Department of Agriculture and Environment has completed and put into operation several digital platforms for monitoring and collecting key environmental and resource data. These include an automated monitoring data management system using Envisoft software, currently receiving data from 261 environmental monitoring stations of businesses in the area. The land use planning and planning information page and the environmental monitoring portal have also been shared, providing indicators to citizens and organizations via the iHanoi application since December 2023 and October 2023, respectively.
In the field of administrative procedure reform, the Hanoi Land Registration Office has restructured its processes and developed electronic procedures. This solution helps reduce processing time by 0.25 to 0.5 days for 7 administrative procedures, including land registration, issuance of land certificates, re-issuance due to loss, revocation and re-issuance of land certificates, and confirmation of continued use of agricultural land. The Hanoi Department of Agriculture and Environment also collaborated with the City's Public Service Center to pilot the interconnection of the ViLIS software with the National Public Service Portal to synchronize processes and reuse digitized data.
To expedite the progress of cadastral surveying and mapping, land registration, cadastral record keeping, and the construction of a national land database in accordance with Directive No. 05/CT-TTg dated February 13, 2026, of the Prime Minister , the Hanoi People's Committee issued Plan No. 111/KH-UBND dated March 18, 2026. The Hanoi Department of Agriculture and Environment also issued Plan No. 54/KH-SNNMT dated March 20, 2026, to clearly assign tasks to departments and units, and appointed five officials to participate in a special task force to carry out these tasks.
Throughout the implementation period, data results will be proactively and continuously updated and shared with departments, agencies, and local authorities for use. This shared data source aims to serve state management, develop the digital economy in land data, support the issuance of land certificates, land clearance, and the resolution of administrative procedures for citizens and businesses.
