Hai Phong City is focusing on promoting green transformation in tourism activities, aiming for sustainable, environmentally friendly development and gradually enhancing the competitiveness of the destination.

Hai Phong City aims to have 10-15% of its ranked and recognized tourism establishments register to participate in and achieve at least the basic Green Tourism Criteria annually.

In the context of the global tourism industry's strong shift towards green and sustainable growth, Hai Phong City has identified green tourism not just as a temporary slogan but as a long-term development orientation. This is considered a strategic step for Hai Phong to adapt to new trends and meet the increasingly high demands of tourists for safe, responsible, and environmentally friendly travel experiences.

Specifically, this is concretized through the Green Tourism Criteria.

Recently, the People's Committee of Hai Phong City issued the Hai Phong City Green Tourism Criteria, aiming to concretize the National Strategy on Green Growth and the Hai Phong City Green Growth Action Plan for the period 2021-2030, with a vision to 2050. This is one of the few localities nationwide that has developed its own set of criteria for sustainable tourism development.

The Hai Phong City Green Tourism Criteria Set comprises three specialized groups of criteria applicable to various types of tourism service businesses in the city: Green Tourism Criteria for Tourist Attractions, Green Tourism Criteria for Tourist Accommodation Establishments, and Green Tourism Criteria for Travel Agencies.

Along with issuing the set of criteria, Hai Phong City has clearly defined the roadmap and specific targets to ensure feasibility in implementation.

According to the People's Committee of Hai Phong City, the locality aims to have 10-15% of ranked and recognized tourism establishments in the city register to participate in and achieve at least the basic Green Tourism Criteria annually, implementing this synchronously across all three areas: tourist attractions, tourist accommodation establishments, and travel agencies.

Specifically, in 2026, Hai Phong City aims to have 3-5 provincial-level tourist areas and destinations register to participate in green tourism assessment and be recognized as meeting or exceeding the basic Green Tourism Criteria. From 2027 onwards, each year 10-15% of the total number of tourist areas and destinations will register to participate in green tourism assessment and be recognized as meeting or exceeding the basic Green Tourism Criteria.

For tourist accommodation establishments, by 2026, 3-5 hotels (1-5 stars) will register to participate in the green tourism assessment and be recognized with at least the basic Green Tourism Criteria. From 2027 onwards, each year 10-15% of the total number of ranked tourist accommodation establishments will register for assessment and be recognized with at least the basic Green Tourism Criteria.

For travel businesses, in 2026, 3-5 travel businesses will register to participate in the assessment and be recognized with Green Tourism Criteria or higher. From 2027 onwards, each year 10-15% of the total number of travel businesses will register to participate in the assessment and be recognized with basic or higher Green Tourism Criteria. Annually, Hai Phong City strives to widely publicize and disseminate the list of exemplary destinations, accommodation establishments, and travel businesses that meet Green Tourism Criteria.

Opening the way for sustainable tourism development.

In fact, in the current trend of globalization, the development of green and sustainable tourism has become a strategic direction for many countries and localities. This is not only a new development model but also an essential requirement to ensure harmony between socio-economic growth, resource and environmental protection, and adaptation to climate change. Developing green tourism is also a crucial condition for maintaining competitiveness, increasing the attractiveness of destinations, and meeting the growing demands of domestic and international tourists for responsible, safe, and sustainable tourism experiences.

Hai Phong City is a Class I urban area, a major economic, industrial, port, service, and tourism center of the Northern Coastal region. It holds a particularly important strategic position and possesses diverse tourism development potential: from beach and island tourism, ecological tourism, cultural and historical tourism to urban tourism, resort tourism, and community tourism.

However, along with its rapid development, Hai Phong's tourism industry is also facing many challenges: environmental pressure, plastic waste pollution, climate change, overexploitation of resources, degradation of natural landscapes, and the need to improve service quality and social responsibility of tourism businesses.

According to the Hai Phong City People's Committee, the Green Tourism Criteria serve as a basis for guiding and encouraging organizations, businesses, and communities to participate in green tourism activities – tourism activities that develop in an environmentally friendly and responsible manner. At the same time, it ensures a balance between economic development and environmental protection, the economical use of resources, and the conservation of natural resources and cultural and historical values. This contributes to building Hai Phong into a green, safe, civilized, friendly, and sustainable tourist destination.

Hai Phong City possesses a rare array of tourism resources, encompassing beaches and islands, a port city, cultural and spiritual heritage, and rural ecological areas.

For the tourism business community, this set of criteria is not only a set of technical standards, but also considered a "guiding principle" for long-term development strategy.

Ms. Nguyen Thi Ha, General Director of Hai Ha International Tourism and Communication Joint Stock Company, said that applying green tourism criteria helps businesses improve service quality, protect the environment and heritage, and meet the responsible tourism trend of tourists.

In fact, after the consolidation of development areas, Hai Phong City possesses a rare array of tourism resources, encompassing islands, a port city, cultural and spiritual heritage, and rural ecological zones. The eastern axis, with the Cat Ba Archipelago, Do Son, and the system of coastal and offshore islands, is a prominent advantage for developing island and coastal tourism, resorts, ecotourism, and water sports. The western axis, with Con Son - Kiet Bac, historical relics, traditional craft villages, and scenic rivers and mountains, creates depth for cultural, spiritual, and experiential tourism.

In 2026, Hai Phong City aims to attract 16.08 million tourists. By 2030, the city hopes to welcome 25 million tourists, generating nearly 50,000 billion VND in revenue.

The issuance of the Green Tourism Criteria directly contributes to addressing urgent issues in Hai Phong tourism such as: waste pressure in coastal and island areas, overcrowding at tourist attractions, degradation of landscape quality, and the need to improve the quality of tourism services. This forms the basis for developing branded green tourism products, increasing the city's competitiveness in attracting domestic and international tourists. Simultaneously, it helps realize the aforementioned goals.

Affirming the local government's determination, Mr. Nguyen Minh Hung, Vice Chairman of the People's Committee of Hai Phong City, stated that Hai Phong City is committed to continuing to work alongside ministries, sectors, the Tourism Association, businesses, and investors to build Hai Phong into a green, safe, attractive, and friendly tourist destination. This will contribute to the further development of Hai Phong's tourism industry, making it a key economic sector and contributing practically to the city's socio-economic development.

According to Mr. Mai Xuan Thang, Chairman of the Hai Phong Tourism Association, businesses in Hai Phong are also strengthening linkages, developing inter-provincial products and routes, connecting tourism with agriculture, industry, traditional crafts, and trade. At the same time, they are promoting green transformation and digital transformation, aiming towards a smart, environmentally friendly, and sustainable tourism industry.
