Hai Phong develops green transportation

With the joint efforts of the government, businesses and people, Hai Phong is gradually building a green transport system, realizing the goal of a modern, sustainable urban area and achieving Net Zero by 2050.

Businesses and people respond

In the passenger transport sector, many businesses are pioneering green transformation. Golden Swallow International Joint Stock Company (Golden Swallow Taxi) aims to become a pure electric taxi company this year. After cooperating with VinFast in 2023 to put 450 electric cars into operation, by 2024 the business will increase the total number of cars to 1,000 and aims to reach 1,500 cars in 2025.

GSM Green and Smart Mobility Joint Stock Company also launched the SM taxi service 2 years ago with 95 VF5 and VFe34 electric cars. The number of cars has now tripled. Ms. Pham Thi Nga, an office worker at Sumidenso Vietnam Co., Ltd. (Dai An Industrial Park), who often chooses electric taxis for travel, said: "Riding an electric car is more comfortable and does not have unpleasant odors. I think using this means of transport also contributes to reducing air pollution."

The railway and inland waterway sectors are also accelerating the green transition. At railway stations, many loading and unloading equipment are being replaced by electric ones. Meanwhile, water transport is also gradually converting and building new vehicles using electric motors and clean energy sources, gradually replacing fossil fuels.

Notably, Hai Phong seaports are at the forefront of this process. In November 2024, Tan Cang Hai Phong International Container Terminal Company Limited (TC-HICT) was recognized by the Vietnam Maritime Administration as meeting the "green port" standard with a score of 3.94/5. TC-HICT converted all forklifts, trailers, and internal buses to electric; at the same time, applying the ePort system, TOPS software, and electronic invoices to help improve operational efficiency and save billions of dong in electricity costs compared to before.

Hateco Hai Phong International Container Port is the first unit in Vietnam to deploy a container truck appointment system (TAS - Truck Appointment System), allowing drivers to proactively arrange their time in and out of the port, shortening waiting times, while reducing congestion and pollution emissions. Mr. Nguyen Van Tien, General Director of the Port, said that from June 16, 2025, the enterprise has put into operation an automatic gate combined with the TAS application, marking a new step forward in port exploitation using digital technology . Currently, 100% of container trucks transact electronic orders and make appointments before entering the port, thanks to which the non-stop OCR gate system and self-service kiosks take less than 30 seconds to process a vehicle.

This solution not only improves exploitation efficiency but is also an important step in the roadmap to build a green port model in Hai Phong.

In April 2025, the electric bus system from Phu Long station to the center of the island and the buggy within Cat Ba island will come into operation, taking tourists to Cat Co, Ben Beo, and Cat Ba National Park. The image of electric cars moving on coastal routes has become a new highlight, bringing a dust-free, noise-free experience to tourists.

According to Associate Professor, Dr. Pham Trung Luong, former Deputy Director of the Institute of Tourism Research, promoting the development of green transport in Hai Phong, especially in Cat Ba, not only contributes to reducing pollution but also creates a unique mark for the Port City. When the transport system is converted to electricity, clean energy and operated in a smart, sustainable direction, Hai Phong will shape the image of a green, modern urban area.

Gradually increase the proportion of green transport

Both Hai Phong city and Hai Duong province (before the merger) have issued specific plans for green energy conversion in transportation. Both localities have identified this as the most basic and important task in their green growth strategy.

Before the merger, the People's Committee of Hai Duong province issued a plan to implement the Action Program on green energy conversion in transportation, setting the goal that by 2050 all road, inland waterway, railway and urban transport vehicles must switch to using electricity or clean energy. To realize this, the province divided it into two phases: 2022 - 2030 and 2031 - 2050.

In the first phase, the focus is on promoting the use of electric vehicles, while expanding the biofuel rate to 100% for motor vehicles. In parallel, electric charging infrastructure is being built and increasingly spread from bus stations to rest stops. This is a strong commitment, demonstrating a long-term vision in bringing the locality into the leading group of the country in green transportation.

Meanwhile, the Hai Phong City People's Committee also identified specific goals, linked to the national transformation roadmap. From the beginning of 2025, the city will implement 100% replacement buses, new investments in the area using electricity or green energy. This year, the rate of green public passenger transport strives to reach 10-15% of total travel demand, thereby reducing pressure on personal vehicles, reducing congestion and urban pollution.

Major seaports such as Tan Vu, Lach Huyen, and Dinh Vu are urgently preparing technical infrastructure, equipment, and operating procedures to be able to receive and operate ships running on LNG and other clean fuels. This not only meets the requirements of emission reduction but is also a necessary condition to maintain competitive advantages with major markets such as the EU, the US, and Japan, where “green port” standards are considered mandatory in international trade cooperation.

Mr. Le Quy Tiep, Director of the Department of Construction, emphasized: “To achieve the green transportation goal, the city identifies infrastructure as a decisive factor. Not only traffic works but also the entire urban system must be synchronized, from planning electric vehicle parking lots, charging stations to construction standards for bus stations and ports according to green criteria.”

After the merger, Hai Phong city also clearly identified green transport development as one of the important pillars to build a modern, civilized and sustainable seaport city. On the basis of inheriting the goals of the two previous localities, the city will build a unified roadmap with regional connectivity and long-term vision.
