Economic growth has been maintained over many years, infrastructure projects have continuously been developed, and new industrial zones and urban areas have gradually completed the city's transformation.

Mr. Le Ngoc Chau, Chairman of the People's Committee of Hai Phong City, affirmed: "In recent years, the city has made remarkable progress in many fields. This is an important foundation for Hai Phong to accompany the country in steadily moving into a new era. In particular, 2025 marks a crucial milestone, as the entire country simultaneously implements the largest-ever revolution in organizational restructuring and streamlining, and for the first time operates a two-tiered local government model nationwide."

The arrival of spring also brings a clearer sense of the connection between economic development and quality of life. Today, Hai Phong is not only a destination for investment capital, but is gradually becoming a place where long-term dreams are realized. New roads, public spaces, social welfare facilities, and social housing contribute to creating a city that is both dynamic and welcoming, where development does not overshadow the peaceful lives of its people.

With the motto of prioritizing social security and welfare over economic development, Hai Phong has been a leading locality nationwide in researching and promulgating mechanisms and policies on social security, promoting social progress and equity. 100% of Hai Phong's communes have basically completed the criteria for new rural development; the plan for repairing, building new, and eliminating temporary and dilapidated houses has been completed, with a total of 1,453 households receiving support, exceeding the schedule set by the Prime Minister. Notably, the city completed the construction of 10,775 social housing units in 2025, exceeding the government's target of 10,694 units.

Immediately after the merger, Hai Phong City focused on reviewing all mechanisms and policies to select and inherit superior policies related to social security; health, education; attracting and utilizing talent; policies for visiting and caring for policy beneficiaries and meritorious individuals in the area, ensuring the greatest benefit for the people. For the Lunar New Year of 2026, the gift amount for each meritorious individual and policy beneficiary family in the city is 5.5 million VND (including 5.2 million VND in cash and a gift bag worth 300,000 VND).

Along with social welfare work, the city has focused intensely and decisively on striving to achieve and surpass economic development targets. As a result, the city has achieved a remarkable feat by becoming the first locality in the country to maintain double-digit GRDP growth for 11 consecutive years, with a projected GRDP growth rate of 11.81% in 2025, the highest among the six centrally-governed cities, continuing to maintain its position as a growth engine for the Red River Delta region.

What is valuable about Hai Phong today is not just its growth figures, but the way the city has chosen to develop. Infrastructure has been invested in systematically, planning is viewed strategically, and development space is continuously expanding. But above all, it is the shift in mindset, from focusing on speed to prioritizing quality, from growth at all costs to harmonious and sustainable development. This is a quiet change, but profound enough to make a difference.

The National Assembly also passed Resolution No. 226/2025/QH15 on piloting a number of special mechanisms and policies for the development of Hai Phong City, which allows the city to establish a free trade zone with 41 special mechanisms and policies. Based on that, the city decided to establish the Hai Phong Free Trade Zone in the Dinh Vu - Cat Hai Economic Zone and the Southern Hai Phong Coastal Economic Zone.

With strong determination from the very first month of the year, and a spirit of turning goals into concrete results, the city recently simultaneously commenced construction on three new industrial parks in the Southern Economic Zone with a total area of ​​over 1,000 hectares, including Tien Lang 1, Tien Lang Airport - Zone B, and Vinh Quang (Phase I), with a total investment of nearly 20,000 billion VND. “The simultaneous implementation of these large-scale projects clearly demonstrates the city's consistent development orientation, taking industry, logistics, and port services as pillars, linked to green transformation and sustainable development,” Mr. Le Ngoc Chau affirmed at the groundbreaking ceremony.

Regarding inner-city transportation, Hai Phong will have three more road tunnels connecting the Nguyen Trai - Le Hong Phong, Bui Vien - Vo Nguyen Giap, and Bui Vien - Le Hong Phong axes, with a total investment of over 2.335 billion VND. Each completed tunnel will not only help alleviate traffic congestion but also open up new avenues for the city's urban infrastructure development, leading to a more modern, efficient, and sustainable future.

Furthermore, Hai Phong possesses top-tier tourism resources nationwide, encompassing both natural and cultural assets, including two World Heritage sites: the Cat Ba archipelago and the Con Son - Kiet Bac complex of historical and scenic sites. The city is determined to develop marine, cultural, and heritage tourism into a key economic sector, aiming to become a regional and international tourism hub.

Elevating the status

With a solid economic foundation, a synchronized infrastructure system, an increasingly open investment environment, and a long-term development vision, Hai Phong is facing a great opportunity to break through in a new phase of development. This is not just a phase of expanding in scale, but more importantly, of elevating the quality of growth, affirming its position as a modern, dynamic, and sustainable port city. Therefore, this new phase of development for Hai Phong is not only significant for the city itself, but also plays a role in spreading momentum and creating impetus for the entire Northern key economic region and the national economy.

The year 2026 has been designated by the city as the year of "Proactive implementation, leveraging momentum, and achieving breakthrough growth," with 22 specific targets across various sectors, including a GRDP growth rate of approximately 13%; and state budget revenue in the area reaching VND 194,882 billion. Hai Phong also aims for an average GRDP growth rate of 13% or higher per year during the 2026-2030 period, striving to reach 14% per year to contribute to the country's realization of double-digit average growth in the new development era.

The city will focus on building and operating a new-generation free trade zone with regional and international competitiveness; applying special preferential mechanisms on taxes, customs, land, and labor, creating a superior investment environment to attract large, capable corporations from around the world to invest and develop modern logistics services. Here, the city aims to form integrated logistics service complexes, ecosystems serving logistics centers, financial centers, banks, and research and development, creating high added value in the global supply chain.

The city also focuses on attracting strategic investors with strong financial and scientific-technological potential from countries such as the United States, Japan, the United Kingdom, Germany, France, South Korea, Singapore, and China. Promoting investment through public-private partnerships (PPP), especially for infrastructure development projects, has remained a consistent policy for many years.

In addition, priority will be given to shortening the processing time for infrastructure projects in industrial parks, seaports, and logistics; focusing on the timely implementation and construction of major, impactful projects such as the Tan Trao Industrial Park and LNG power plant; the Ninh Binh - Hai Phong expressway; the Nam Do Son port; and the high-speed road connecting East and West Hai Phong. This includes, in particular, the ports at Lach Huyen and Nam Do Son; industrial parks within the city's economic zones; and high-tech, green, and clean production and service projects that directly connect with domestic businesses in the production and trade chain.

To achieve the above goals, Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee, emphasized: “One of the key solutions in the coming time is to innovate the leadership method, clearly assigning responsibilities, tasks, timelines, authority, and expected results. Along with that, we must uphold the tradition of 'Heroic Port City - Culturally Rich Eastern Region,' the spirit of innovation, unity, and aspiration to make Hai Phong a modern industrial center, an international seaport, and a leading tourist destination.”

In this transitional moment, as the colors of spring spread across every street, port, and new urban area, Hai Phong emerges as a city mature enough to enter a higher stage of development. A new spring is unfolding, carrying with it the belief that with the foundation already built and an increasingly clear strategic mindset, Hai Phong will continue to rise strongly, affirming its role as the industrial, logistics, and innovation center of the Northern region, making a worthy contribution to the goal of making Vietnam a developed, powerful, prosperous, and happy nation by 2045.
