In her opening remarks, Deputy Director of the Hanoi Department of Culture and Sports , Le Thi Anh Mai, stated that this year marks the 16th anniversary of Ca Tru's recognition by UNESCO as an intangible cultural heritage in need of urgent safeguarding. This has attracted public attention, affirming the unique and precious artistic value inherited from our ancestors, and raising concerns about the potential decline of Ca Tru. Over the years, Hanoi has actively implemented measures to protect and promote the value of this Ca Tru heritage.
In particular, in 2022, the Hanoi People's Council issued Resolution No. 23/2022/NQ-HĐND dated December 8, 2022, stipulating the preferential treatment and support regime for "People's Artists," "Outstanding Artists," artisans, and exemplary clubs in the field of intangible cultural heritage in Hanoi. The preferential treatment and support regime for artisans and clubs in the field of intangible cultural heritage, including Ca Tru (traditional Vietnamese singing), as stipulated in this Resolution, has many advantages and has received positive feedback from the community.
In 2024, Hanoi City issued Decision No. 2342/QD-UBND dated May 4, 2024, approving the project "Protecting and promoting the value of intangible cultural heritage inscribed by UNESCO in Hanoi City until 2025, with orientation to 2030," which included Ca Tru singing in the list of urgently protected cultural heritage.
Hanoi has the highest number of artisans in the country who have been awarded the honorary titles of People's Artisan and Distinguished Artisan in the field of intangible cultural heritage, including the art of Ca Tru performance. Over the three awarding ceremonies in 2015, 2019, and 2022, there were 32 Ca Tru artisans (8 People's Artisans and 24 Distinguished Artisans).
In the fourth round of nominations for the title of People's Artist and 23 Outstanding Artists of Ca Tru singing, in 2025, the Hanoi City Council approved the list and proposed that the Council of the Ministry of Culture, Sports and Tourism consider the list of nominees for the title of People's Artist and 23 Outstanding Artists of Ca Tru singing.
"The festival aims to continue contributing to the preservation and promotion of the value of this unique art form; to encourage and promote the teaching and practice of Ca Tru at the grassroots level, and at the same time to discover and nurture young talents," said Ms. Le Thi Anh Mai.
Accordingly, the Organizing Committee received registrations from 21 Ca Tru groups and clubs in Hanoi (compared to 12 groups in the 2022 festival; including new groups such as Huong Que Ca Tru group, Tieng Thoi Gian group, Nghe An folk songs and dances group, etc.) and a number of independent contestants, with a total of 16 group dance and song performances and 105 contestants participating in the individual competition (compared to only 48 contestants participating in the individual competition and 6 group dance and song performances in 2022).
Contestants participating in the Festival ranged in age from 8 years old (in the dance group) to 86 years old, coming from Ca Tru clubs in the city or practicing independently. The total number of participants in the Festival was over 200.
