Recently, Harvard University, a leading university in the US, released figures showing that the number of international students will reach 6,700 by 2025. This represents an increase of 50 compared to the previous year and is a record high in the last two decades.
The trend of increasing international students at Harvard is even more striking when compared to the national picture. According to the Fall Snapshot 2025 survey by the Institute of International Education (IIE), the number of new international students enrolling nationwide has decreased by 17%.
At the graduate level, American universities in general recorded a 12% decrease. In contrast, Harvard saw an increase, primarily in graduate programs, enough to offset a slight decline in undergraduate programs.
David Weeks, co-founder of the admissions consulting firm Sunrise International, argues that this stems in part from historical experience. Many Chinese families have experienced previous periods of US-China tension, such as the 2018 trade war, so they assess risk differently than emerging markets like India. For them, cyclical policy shocks are not enough to diminish the long-term value of a Harvard degree.
