With the strength and momentum accumulated after nearly 40 years of reform, Vietnam has gathered all the necessary conditions to usher the country into a new era - an era of national resurgence.
The ideological legacy left by President Ho Chi Minh has profound historical and contemporary significance. Within this vast legacy, Ho Chi Minh's thoughts, ethics, and style regarding self-reliance, self-strength, and the aspiration for a prosperous and happy nation serve as a guiding principle for us to confidently move into a new era – an era of national progress.
The opportune moment to usher the country into a new era.
From the very beginning of his journey to find a way to save the country, President Ho Chi Minh harbored a great aspiration: independence for the Fatherland, freedom and happiness for his people. He affirmed: "I have only one desire, an ultimate desire, which is to see our country completely independent, our people completely free, and all our compatriots having enough food and clothing, and access to education."

His wish has now become a reality. Moreover, the country has achieved remarkable successes, its position on the international stage is increasingly elevated; setting the goal of becoming a developed, high-income country by 2045, the 100th anniversary of its founding.
President Ho Chi Minh desired to build a prosperous and strong nation, bringing freedom, well-being, and happiness to the people. His ideology was emphasized at the Second Congress of the Party (1951): Building a peaceful , unified, independent, democratic, and prosperous Vietnam. He repeatedly reminded: "If the country is independent but the people do not enjoy happiness and freedom, then independence is meaningless."
He placed particular emphasis on raising the intellectual level of the people, serving the cause of building and developing a prosperous and strong nation. Before his passing, in his Last Will and Testament, he expressed his final wish, which was also his ultimate aspiration: "The entire Party and all the people of Vietnam unite and strive to build a peaceful, unified, independent, democratic, and prosperous Vietnam, making a worthy contribution to the world revolutionary cause."
With the strength and momentum accumulated after nearly 40 years of reform, Vietnam has gathered all the necessary conditions to usher the country into a new era - an era of national resurgence.
In this context, continuing to apply and creatively develop President Ho Chi Minh's innovative thinking will be a crucial condition for us to formulate strategic directions and breakthroughs, contributing to the realization of Vietnam's aspiration for strong, powerful, prosperous, and happy development.
The foundation of self-reliance and self-improvement.
Generally speaking, realizing the aspiration for a prosperous and happy nation according to Ho Chi Minh's thought requires building a democratic, progressive political system that truly serves the people, and developing a civilized and progressive economic, cultural, and social life with good moral values.
To achieve this, we must build a solid economic foundation, with a well-planned implementation strategy that aligns with the consensus of the government and the people; maximize domestic resources, leverage external support, and adopt open policies to attract foreign investment. We must always base our decisions on the specific circumstances of the country, creatively applying theory to practice to formulate appropriate viewpoints and policies; avoiding dogmatism and rigid adherence to the experiences of other countries.
In a developing and interdependent world, national interests are the decisive factors for each nation's successful participation in international relations and integration. Beyond economic potential, the will for self-reliance and self-improvement, and the aspiration for development of the entire nation, are the fundamental and core conditions for expanding cooperation and international integration.
Decades of reform under the Party's leadership have vividly demonstrated the will and aspirations for development of our nation. The achievements of the reform process are an important foundation that helps us consolidate our faith, determination, and efforts, and continue to promote the nation's path forward.
New determination in a new era
The message of a "new era," an "era of progress," affirmed the viewpoint and determination of the Party and State leaders, inspiring the people with a new resolve in this new era.
At historical junctures, the nation requires historically significant decisions. Achieving the strategic goals commemorating the 100th anniversary of the Party's founding and the 100th anniversary of the nation's founding is a challenging yet glorious mission for our generations today and in the future, and a prerequisite for the country to rise to become a developed nation.
We can absolutely achieve this with innovative thinking, strong determination, great effort, decisive action, breakthrough solutions, effective methods, and timely, flexible, and efficient implementation. We must focus on realizing the unique potential, outstanding opportunities, and competitive advantages of our country.
To achieve this, every level, every sector, every agency, unit, enterprise, and every citizen needs to maximize the spirit of solidarity, working together in unity, daring to think, daring to act, and daring to innovate for the common good.
The Resolution of the 13th National Party Congress, the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, and the directives of the Prime Minister have clearly outlined the tasks and solutions in all fields and need to be implemented synchronously, comprehensively, and effectively by all levels, sectors, and localities with the spirit of "clear responsibilities, clear tasks, clear accountability, clear deadlines, and clear results".
