To quickly implement the resolutions of the 8th Plenum of the 13th Central Committee, Associate Professor Dr. Nguyen Trong Phuc, former Director of the Institute of Party History, Ho Chi Minh National Political Academy, proposed several solutions that need to be focused on in the coming period. He particularly emphasized that when the people become the main subjects in resolutions, it will create breakthroughs and significant changes.
Reporter: The 8th Conference of the 13th Central Committee of the Communist Party of Vietnam recently reviewed and decided on many important issues of great significance to the socio -economic development of the country. What are your assessments of the results of this conference?
Associate Professor Dr. Nguyen Trong Phuc: The 8th Conference of the Central Committee of the 13th Party Congress summarized four important resolutions issued by previous Central Committee conferences, including: Resolution No. 7 of the 9th Party Congress on national unity, Resolution No. 7 of the 10th Party Congress on building a team of intellectuals, Resolution No. 5 of the 11th Party Congress on some issues concerning social policy, and Resolution No. 8 of the 11th Party Congress on the Strategy for National Defense in the new situation.
Through a review of the five-year and ten-year periods following those important resolutions, the Central Committee devoted its wisdom to examining and affirming the correctness of the resolutions. At the same time, it unanimously issued new resolutions based on inheriting and developing the resolutions of previous Central Committee meetings, and incorporating many new points regarding the building of the intellectual workforce, national unity, social policies, and the strategy for national defense in the new situation.
The issues discussed at the Conference were all major national issues, related to the nature of the regime, the achievements of the revolution, and practical to the lives of the people, especially those closely linked to the long-term national development strategy, in order to achieve the goal of building a prosperous and happy country as set forth by our Party. Therefore, it can be affirmed that the 8th Central Committee Conference of the 13th Party Congress was a conference of great strategic and long-term significance, not just a conference to address matters between two Central Committee conferences. This is the most important meaning of the Conference.

The second important point is that the Conference summarized the socio-economic issues and the state budget for 2023 and set directions for 2024, leading up to the end of the 13th Party Congress term. This is a major issue and reflects new perspectives in understanding and assessing the socio-economic situation. In 2023, although the country's GDP growth is projected to be lower than the target, it is still quite high compared to many countries in the region and around the world. General Secretary Nguyen Phu Trong's statement affirming that in the first nine months of the year, Vietnam's economy continued to be a bright spot in the not-so-bright global economic picture is very important. Going forward, socio-economic sectors need to focus on implementing the guiding principles of the Conference.
The third important issue of the Conference was the initial planning of personnel for the 14th Central Committee. This is only the initial planning stage; many more Central Committee meetings are needed to discuss it, but this Conference raised the extremely important issue of planning for strategic-level cadres, because these strategic-level cadres will determine the direction of development of the Party, the country, and our regime in the coming period. The General Secretary also emphasized this issue in his closing remarks. As we have always affirmed, building the Party is key, and cadres are the key of keys.
Through a review of personnel planning methods over the past period, especially from the beginning of this term to the present, the Central Committee has identified strengths and weaknesses, particularly the number of high-ranking officials who have committed violations and need to be disciplined. This is to guide the planning of the next Central Committee to ensure the selection of the right people with the qualities, intelligence, ability, prestige, and responsibility to fulfill the tasks in the new period of national development.
PV: At the Conference, the Central Committee unanimously agreed to issue a Resolution on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new era, with many important contents inherited, innovated, supplemented, and developed compared to Resolution No. 5 of the 11th Central Committee. How do you view the significance of this decision?
Associate Professor Dr. Nguyen Trong Phuc: In his closing remarks at the Conference, General Secretary Nguyen Phu Trong emphasized the guiding principle that social policy is policy for people, for the benefit of people, reflecting the inherent goodness of our regime. In fact, we have long talked about building socialism, but some people haven't grasped what building socialism entails. Socialism is the complete liberation of people socially, bringing the best things to them, so that they can live in freedom, prosperity, and happiness, both materially and spiritually, with the right to be masters of their country and society, and masters of their own lives. Along with that, it guides people towards a conscious endeavor to build a new society for the benefit of the people.
Social policy or social security issues aimed at providing the best possible life for people in terms of material, political, spiritual, and cultural aspects, focusing on and serving the people, are the essence of socialism. Therefore, the contents of the upcoming resolution on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new era are geared towards building socialism in the Vietnamese style.
PV: Sir, what solutions are needed to ensure that the decisions of the 8th Central Committee Meeting of the 13th Party Congress are quickly implemented and become effective?
Associate Professor Dr. Nguyen Trong Phuc: The decisions made at the Conference address urgent and long-term issues. To implement these decisions, the most fundamental solution is to create a shift in awareness through thorough dissemination, understanding, and education of the Conference's content and the basic principles of the upcoming resolutions. This will transform words into action. Resolutions are good, but if they are left unimplemented, they won't be put into practice. Therefore, they must be disseminated and educated, first within the Party and then throughout society and among the people, so that everyone understands them deeply. To achieve this, we must innovate the methods of learning and transmitting Party resolutions in a practical way. Simply listening might seem good, but applying them to work becomes difficult – that's unacceptable.
The second solution is to place utmost importance on implementation, because, as the General Secretary has repeatedly stated, our weakest point remains the implementation phase. While policies, guidelines, and laws are clearly defined, implementation is often disorganized. This requires decisive action from leaders and managers at all levels and in all sectors, from the central government to local and grassroots levels; they must ensure that the Party's viewpoints and resolutions are put into practice. We must highly motivate cadres to dare to think, dare to speak, dare to act, dare to take responsibility, dare to innovate, be creative, and dare to overcome difficulties and challenges for the common good, based on the Party's resolutions and the State's laws.
Another extremely important point is that the issues mentioned above are very practical and relevant to people's lives, so they must be widely disseminated among the people, encouraging their participation. It is crucial to ensure that people clearly understand what constitutes the people's security strategy, the all-people national defense strategy, social welfare, and national unity. All these contents must be very specific, not just slogans, and must become a nationwide movement, not just a matter for the Party alone. The people must be the subjects of these resolutions; they will be passive if they only receive the benefits. Therefore, future resolutions must ensure that the people are truly the subjects, and when the people are the subjects, they will create significant breakthroughs and transformations. If these resolutions are only understood within the Party, the state apparatus, and the political system, and do not become a revolutionary movement of the masses, then implementation will be very difficult.
