Current status of bridge projects being constructed by Thuan An Group in Quang Ninh.

Thuan An Group Joint Stock Company - TAG (Thuan An Company) started construction of bridges in Quang Ninh on April 27, 2023 and is expected to complete them by November 17, 2024.

The four bridges constructed by Thuan An Company in Quang Ninh include Tan Yen 2 Bridge, Hang Son Bridge, Song Cam Bridge, and Dam Thuy Bridge.

According to a report submitted by Thuan An Company to the Quang Ninh Provincial Investment and Construction Management Board on May 22nd, three out of four bridges have met the construction schedule, while the Hang Son bridge is behind schedule and is currently only in the process of drilling piles and constructing bridge piers.

The Dam Thuy Bridge project, being constructed by Thuan An Company, is approximately 65% complete.

Observations at the Tamsui Bridge construction site on the morning of May 23rd showed that the bridge had taken shape and was spanning the Tamsui River. Many bridge girders had been gathered near the control building.

At the construction site, only a few workers were scattered around, installing the material lifting system on the bridge deck.

The construction site of the Dam Thuy bridge was deserted, with no workers visible despite it being nearly 10 a.m.

According to Mr. Pham Si Lich, the site manager (Thuan An Company), there are currently 6 officials in Quang Ninh responsible for overseeing and managing the construction of the 4 bridges. Meanwhile, there are 9 workers at the Dam Thuy bridge and 10 workers at the Song Cam bridge; the other two bridges have no construction workers.

"Currently, the Dam Thuy bridge project is about 65% complete, but the installation of the cast-in-place railing on the left side of the bridge is behind schedule," Mr. Lich said.

Only a few workers were installing the material lifting and lowering system on the bridge.

The delay is due to some personnel from Thuan An Company cooperating with legal authorities to clarify related issues. The mobilization of materials to the construction site, such as steel, railing casting vehicles, and concrete, is also slow.

Many bridge girders have been completed but have not yet been installed.

According to the Quang Ninh Provincial Investment and Construction Management Board for Transportation Projects, Thuan An is currently in a joint venture with contractors to implement package 13 of the riverside road project connecting the Ha Long - Hai Phong expressway to Dong Trieu town, specifically the section from Provincial Road 338 to Dong Trieu town (phase 1).

Project implementation period: 2021-2024. This contract package includes the construction of Lach Gac 1 Bridge, Lach Gac 2 Bridge, Sen Bridge, Den Bridge, Tan Yen 1 Bridge, Tan Yen 2 Bridge, Hang Son Bridge, Song Cau Vang Bridge, Song Cam Bridge, and Dam Thuy Bridge, with a total value of over 706 billion VND.

In addition to constructing the aforementioned Dam Thuy bridge, Thuan An's work also included the construction of three other bridges: Tan Yen 2, Hang Son, and Song Cam.

The total cost of constructing these four bridges is over 354 billion VND.

To date, three bridges are on schedule, while the Hang Son bridge is behind schedule.

Many sections of the Tamsui Bridge are still awaiting completion.

On April 15th, the Investigation Police Department of the Ministry of Public Security issued decisions to prosecute, arrest warrants for temporary detention, and search warrants against the following defendants:

Mr. Nguyen Duy Hung, Chairman of the Board of Directors of Thuan An Group Joint Stock Company, is charged with "Violating regulations on bidding causing serious consequences" and "Giving bribes," as stipulated in Clause 3, Article 222 and Clause 4, Article 354 of the Penal Code.

Mr. Tran Anh Quang, General Director of Thuan An Group Joint Stock Company, is charged with the crime of "Giving bribes," as stipulated in Clause 4, Article 364 of the Penal Code.

Mr. Nguyen Khac Man, Deputy General Director of Thuan An Group Joint Stock Company, is charged with "Violating regulations on bidding causing serious consequences" and "Giving bribes," as stipulated in Clause 3, Article 222 and Clause 4, Article 354 of the Penal Code.
