A letter from the builders of the Hoa Binh Hydroelectric Dam to future generations will be opened on the first day of the year 2100. Prior to this, in 1981-1982, the Hoa Binh hydroelectric project entered its most urgent phase. It was customary in the Soviet Union and many other countries to write a letter before damming a river, placing it in a sealed glass bottle or jar and burying it inside the dam.
They hoped that, hundreds of years from now, even if the dam were gone, future generations would know how this project was built, and the hardships and difficulties involved in providing electricity for the country. This idea was supported by Do Muoi, then Vice Chairman of the Council of Ministers and Head of the Steering Committee for the construction of the Hoa Binh hydroelectric project.
After deliberation, the leaders of Hoa Binh Hydropower Construction Corporation decided to place the letter inside a concrete block within the plant's grounds. The contents of the letter were then transcribed into two versions, one in Vietnamese and one in Russian, by an employee with beautiful handwriting.
