Complete the process of gathering public opinions on the provincial and commune-level restructuring and merger plans.

On May 3rd, at the Party Central Headquarters, General Secretary To Lam chaired a meeting of the Politburo and the Secretariat to discuss the situation and progress in implementing the Resolution of the 11th Central Committee Meeting of the 13th Party Congress, and the conclusions of the Politburo and the Secretariat on the reorganization of the organizational structure and administrative units at all levels.

Based on the consolidated report of the Central Organizing Committee and through monitoring and assessing the progress of implementation by Party committees, provincial Party committees, and city Party committees directly under the Central Committee, the Politburo and the Secretariat have basically agreed on and acknowledged a number of achievements, specifically as follows:

1. Since the 11th Central Committee Meeting of the 13th Party Congress, based on the policies and orientations of the Central Committee, the Politburo, and the Secretariat regarding the rearrangement and merger of provincial and commune-level administrative units and the organization of a two-tiered local government system, the Party Committee of the Government, the Party Committee of the National Assembly , the Party Committee of the Vietnam Fatherland Front, central mass organizations, and central Party agencies have promptly advised on and issued, within their authority, guiding documents to concretize the content and tasks of implementation; closely coordinated with agencies, units, and localities; and promptly participated in guiding and adjusting the rearrangement plan to ensure adherence to the guiding orientations, requirements, and timelines, contributing to creating favorable conditions for implementation and monitoring the situation and results.

We commend the Central Organizing Committee, the Party Committee of the Government, the Party Committee of the National Assembly, the Party Committee of the Fatherland Front , central mass organizations, provincial and city Party committees, etc., for proactively and actively implementing the tasks, ensuring the quality and progress as planned.

2. Local authorities have proactively monitored and updated policies and guidelines , closely followed the progress and requirements of competent authorities to proactively implement the plan, and made thorough preparations for the reorganization of administrative units at all levels. During the process of developing the plan, the localities subject to merger coordinated closely, followed the correct procedures, and ensured progress as prescribed.

To date, the process of gathering public opinion on the provincial and commune-level restructuring and merger plans has been completed, with an average approval rate of approximately 96%. All district, commune, and provincial-level People's Councils nationwide have issued resolutions approving the plans with a majority approval rate of 100%.

Based on a compilation of proposals from various localities, it shows that:

Regarding the number of commune-level administrative units, it is projected that after the reorganization, the whole country will reduce the number from 10,035 to over 3,320 units (equivalent to 66.91%). Of these, the locality with the highest reduction rate is 76.05%, while the locality with the lowest reduction rate is 60%.

Regarding local Party organizations, it is projected that the number of provincial-level Party committees will be reduced by 29 (from 63 to 34); and more than 260 agencies and units directly under the provincial-level Party committees will be eliminated. The operation of 694 district-level Party committees and more than 4,160 agencies and units directly under the district-level Party committees will cease. More than 3,320 new commune-level Party committees will be established (2,595 communes, 713 wards and special zones), and a maximum of 10,660 agencies and units directly under the commune-level Party committees will be created.

Regarding the number of provincial and commune-level officials and civil servants (including Party, mass organizations and government), it is expected that after the restructuring: (1) the provincial level will reduce approximately more than 18,440 official and civil servant positions compared to the number of positions allocated by competent authorities in 2022; (2) the commune level (communes, wards, special zones) will reduce approximately more than 110,780 official and civil servant positions compared to the total number of positions allocated by district and commune levels in 2022 due to job position arrangement, personnel reduction, and retirement according to regulations. (3) The activities of approximately 120,500 non-professional personnel at the commune level nationwide will end.

3. According to the Plan for restructuring and streamlining the Vietnam Fatherland Front, political-social organizations, and mass organizations assigned tasks by the Party and State (at the central, provincial, and commune levels), it is expected that after restructuring and streamlining the organizational apparatus, the activities of the Fatherland Front and mass organizations will be closer to the people; initially overcoming the situation of overlapping functions and tasks and the "inverted pyramid" organizational structure.

Regarding organizational structure, it is projected that 90 departmental-level units at the central level will be reduced; 344 provincial-level units at the departmental level; and 1,235 provincial-level units at the divisional level. For mass organizations assigned tasks by the Party and State, 215 out of 284 internal units will be streamlined (a 43% reduction). Approximately 22,350 personnel will be transferred from the district level to work at the commune level, contributing to the implementation of the new administrative model and the policy of strongly orienting activities towards the grassroots and residential areas.

Overall, leadership and guidance were implemented decisively and synchronously from an early stage and from afar. The Politburo and the Secretariat promptly provided specific guidelines and tasks; Party committees and functional agencies, within their authority, issued comprehensive guiding documents and detailed regulations, creating a favorable legal framework for localities to implement. The dissemination and promotion efforts were carried out extensively and consistently, raising awareness and unifying will within the political system; creating strong consensus and support from cadres, Party members, and all segments of the population for the policy of reorganizing the administrative apparatus and units at all levels and establishing a two-tiered local government model.

The restructuring process and initial results have contributed to ensuring the successful achievement of the following goals: fundamentally improving the organizational structure of the political system from the central to local levels; promoting administrative reform, enhancing management and operational efficiency; streamlining the apparatus and saving budget; creating new space for socio-economic development, ensuring national defense and security; creating breakthroughs in planning and infrastructure development; enhancing the country's position, and promoting the attraction of investment and high technology into Vietnam.

The Politburo and the Secretariat basically agreed with the proposals and recommendations presented in the reports. At the same time, they requested that Party committees and organizations at all levels demonstrate the highest level of determination and focus on implementing the tasks and solutions in accordance with the conclusions, plans, and guidelines of the Central Committee, the Politburo, and the Secretariat, ensuring the successful achievement of the set objectives.

Specifically, it requires Party committees, agencies, and units at the central level and provincial and city Party committees to continue leading and directing the organization of Party congresses at the grassroots level and the level directly above grassroots Party organizations, and to prepare for the organization of provincial-level Party congresses, ensuring that they are carried out on schedule and in accordance with the requirements of Directive No. 45-CT/TW of the Politburo (paying attention to the preparation of documents and personnel in areas undergoing mergers and consolidations).

At the same time, the Secretariat of the Central Committee requested that Party committees at all levels, agencies, and units at the central and provincial/city levels do a good job of political and ideological work with cadres, civil servants, public employees, and workers in their agencies and units; strictly and fully implement regulations and policies for cadres, civil servants, public employees, and workers affected by the restructuring process; strengthen propaganda and mobilization of the people; proactively and promptly handle emerging issues; seriously and effectively implement the contents of Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo; promote the application of technology, digital transformation, and document digitization... in order to improve the efficiency of management and public service provision before, during, and after restructuring.

Furthermore, the units focused on decisively leading and directing socio-economic development, ensuring the achievement of set goals; balancing the budget, allocating funds, and promptly making payments according to regulations and policies on organizational restructuring./.
