On May 14th, Prime Minister Le Minh Hung signed a directive on accelerating the exploitation and handling of surplus land and buildings resulting from the reorganization of the administrative apparatus and the restructuring of administrative units at all levels.

As of April 27th, a significant number of properties (over 6,000) still require further processing in step 2.

To expedite progress, the Prime Minister requested that ministers and heads of agencies issue all relevant documents within their authority regarding the management and use of public assets. This task was also assigned to local leaders and must be completed by May.

Heads of ministries and central agencies that have not yet completed the handling of surplus housing and land are directed to finalize decisions on the handling of these unhandled surplus properties before May 25th.

On the other hand, the Prime Minister requested a review of properties and land that continue to be used or have been allocated or transferred for use as offices or facilities for public service activities, ensuring they comply with usage standards and norms.

Regarding localities, the Prime Minister emphasized the strict implementation of Central Committee Conclusion 18, which states that "in the context of limited budget resources, maximize the utilization of existing office buildings; minimize the construction of new offices and administrative centers in provinces and cities."

Ministries, departments, agencies, and localities are responsible for ensuring the necessity of decisions, guaranteeing the effective use of state budget funds, preventing them from affecting other important goals, and combating waste and corruption.

At the same time, it is necessary to directly lead and direct the management, exploitation, and handling of surplus land and buildings under management to ensure that the processing, exploitation, and use are completed in the second quarter, preventing damage, deterioration, and waste.

For properties and land that have already been allocated, transferred, or repurposed for use as offices, operational facilities, or for public purposes, the Prime Minister requested that local authorities urgently complete the handover, acceptance, and commissioning process.

Provincial and city leaders are also tasked with working directly at the commune level to resolve and guide the handling of surplus houses and land.

In this regard, the Prime Minister requested that each locality assign a leader from the provincial or city Party Committee or the People's Committee to directly supervise the finance department in coordinating with relevant units and working directly with the commune level.

According to the head of government , current legal documents on the management and use of public assets have thoroughly decentralized and delegated authority to ministers, heads of central agencies, and local governments to make decisions.

Therefore, he requested that leaders of ministries, departments, and localities proactively and decisively direct the review and implementation of the management, exploitation, and handling of public assets under their management.

This process needs to ensure efficiency and avoid wasting public assets; at the same time, full responsibility must be taken for the progress and effectiveness of arranging, handling, and utilizing surplus public assets within the scope of management.
