The government has issued Decree 176 stipulating preferential policies for lecturers, students, postgraduate students, doctoral candidates, and management staff in the field of nuclear power. This decree takes effect from July 7th.
Principles for policy application
This Decree applies to lecturers, students, postgraduate students, doctoral candidates, and management staff in the field of nuclear power at training institutions assigned by the Prime Minister to train and develop human resources in the field of nuclear power; enterprises assigned by the Prime Minister to be the investors in the construction of nuclear power plants; and state management agencies related to the field of nuclear power.
To be eligible for the benefits under this decree, trainees must sign a commitment with the nuclear power plant investor, the direct management agency (if any), and the agency sending them for training before being sent for training.
List of 11 training institutions for human resources serving nuclear power development by 2035, as decided by the Prime Minister:

Students are exempt from tuition fees, and their living expenses are equal to twice the basic salary.
According to the decree, college and university students who commit to working at nuclear power plants after graduation will be exempt from tuition fees and will receive free dormitory accommodation.
They will also receive a monthly living allowance equal to twice the basic salary, for no more than 10 months a year.
Students with good academic performance are awarded scholarships equivalent to 1.5 times the base salary, 2 times the base salary for students with excellent academic performance, and 2.5 times the base salary for students with outstanding academic performance.
Scholarship applications are reviewed on a semester basis, with two review sessions per academic year.
Students are provided with free textbooks for their nuclear power engineering specialization and are given priority for short-term internships domestically and internationally if they achieve excellent academic results in their final year of study. Importantly, they are guaranteed employment at nuclear power plants upon graduation, as per the commitment.
Financial support equivalent to 35 times the basic salary will be provided if the author is the lead author of a scientific paper.
For master's degree students and doctoral candidates, in addition to tuition fee exemption and free dormitory accommodation, they also receive a monthly living allowance equal to 3.5 times the basic salary for master's students and 5 times the basic salary for doctoral candidates. This allowance is provided for 12 months each year.
Salaries and current benefits will remain unchanged for postgraduate students and doctoral candidates who are civil servants or public employees sent to study by their managing agencies.
Specifically, the developer provides a minimum living allowance of $300 per person per month.

Lecturers receive financial support equivalent to 40 times the basic salary.
Lecturers directly teaching nuclear power engineering majors in Vietnam are entitled to the following benefits:
Priority will be given to the review of science and technology projects at all levels that utilize state budget funds in the field of nuclear power.
Financial support equivalent to 40 times the basic salary is provided to the lead author or sole co-author of a scientific paper in the field of nuclear power, published in a reputable international journal as regulated by the Ministry of Science and Technology. This support does not include the scientific publication support scheme of the training institution.
They are given priority to participate in short-term training courses on nuclear power engineering both domestically and abroad, with costs covered by the state budget. During their participation, instructors retain their salaries and other benefits.
