Hoang Hoa: Aspiration to rise

Unity and dynamism have always been the strength and pride of the Party Committee, government, and people of Hoang Hoa district in the process of development. Facing the opportunities and challenges of the new era, these values ​​need to be further strengthened so that Hoang Hoa can firmly create breakthroughs, develop rapidly and sustainably, and rightfully be among the top-performing localities in the province in terms of economic scale.

An impressive highlight

2024 has passed. Looking back, we can see that our efforts and hard work have paid off as the district's economy continues to maintain a relatively high growth rate despite numerous difficulties and challenges. The district's production value remains ranked 4th in the province and first among districts (after Nghi Son town, Thanh Hoa city , and Bim Son town).

Total budget revenue reached VND 3,378 billion, achieving 187.5% of the provincial target, of which state budget revenue in the district reached VND 2,227 billion. Per capita income ranked 5th in the province and 2nd at the district level. The agricultural sector maintained stability and efficiency. The industrial, tourism, and service sectors showed significant progress. Currently, there are 147 enterprises operating in the industrial sector in the district, including 27 enterprises in the textile, garment, and footwear industries, creating stable jobs for nearly 30,000 workers. Notably, the district's investment attraction ranked 4th in the province. Total investment mobilized in the district reached over VND 8,100 billion, an increase of 5.8% compared to the same period (budget capital accounted for 19.5%; enterprise capital accounted for 28.7%; and capital from residents and other economic sectors accounted for 51.8%).

2024 also marks a significant milestone for the district as the Prime Minister approved the General Urban Planning task for Hoang Hoa until 2045. This was also the year the Prime Minister approved the investment policy and the investor for the WHA Smart Technology Industrial Park - Thanh Hoa project, covering 178.51 hectares with a total investment of 55 million USD (equivalent to 1,320 billion VND). The project will be implemented in the communes of Hoang Quy, Hoang Quy, Hoang Xuyen, and Hoang Cat. These documents are of great importance, providing the legal basis for the gradual development of Hoang Hoa district, stemming from the leadership, direction, and management of the entire political system, as well as the expectations and hopes of the people.

The development achievements of Hoang Hoa in recent years have affirmed many significant values, acknowledging the tireless efforts of the local cadres, Party members, and people, and demonstrating great potential, opening up a period of accelerated development with the right policies and solutions, fostering unity, confidence, and potential among the people. The Standing Committee and the Executive Committee of the District Party Committee have persistently implemented solutions, made adjustments in policies, prioritized investment in areas that are driving forces for development, and paid attention to areas with difficult conditions and few advantages. The locality has closely followed the strategic breakthroughs set out at the 27th District Party Congress, term 2020-2025, focusing on developing a synchronous technical infrastructure system towards urbanization, especially inter-regional and connecting transportation infrastructure; planning and forming industrial zones and clusters; Significant improvements in the investment and business environment, effective land clearance, and human resource development have yielded positive results, leading to the increasingly complete and urbanized socio-economic infrastructure. Many important transportation routes have been established, creating a network connecting various development areas. Notably, the district now boasts over 50km of urban roads with four or more lanes and integrated technical infrastructure, such as the road from National Highway 1A to the Gòng intersection; Quỳ - Xuyên; Thịnh - Đông; Kim - Quỳ... Several large-scale projects with significant impact have become operational, such as the "Flamingo Linh Trường Eco-tourism and Resort Project"; and industrial zones and clusters have been planned and invested in infrastructure, creating favorable conditions for attracting investment.

Steadfast in creating breakthroughs

The Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2045, orients Hoang Hoa as a gateway town in inter-district region No. 1 - the central inter-district region. Decision No. 485/QD-TTg dated June 10, 2024, of the Prime Minister approving the task of the General Urban Planning of Hoang Hoa until 2045, sets the goal of building and developing Hoang Hoa into a town, a type IV urban area, by 2030, promoting the development of industry - small-scale handicrafts; tourism, commercial services, agriculture - fisheries; with a synchronous and modern socio-economic infrastructure.

The goal of developing into a coastal town is both an objective and a challenge. In the short and long term, the district must continue to focus on enhancing the leadership and guidance of Party committees and authorities at all levels, especially the heads of departments, in urban development. It is crucial to strengthen propaganda efforts and raise awareness among cadres, Party members, civil servants, and the people in the district, creating consensus throughout the district on the construction and development of rural urbanization, while striving to achieve the goals of advanced and model new rural development. Party committees and authorities at the commune level must continue to review and adjust the content of programs and implementation plans to ensure they are appropriate to the situation, setting specific roadmaps and tasks for each locality and unit. Attention should be paid to improving the quality of socio-cultural activities; focusing on resolving pressing issues, while effectively implementing social welfare policies.

To develop its urban area, Hoang Hoa needs to address major challenges in effectively utilizing human resources and resources from businesses, leveraging its potential and strengths to attract investment in industrial development, and creating new impetus for growth. Regular monitoring and understanding of production and business activities are crucial to promptly resolve difficulties and obstacles, creating favorable conditions to improve the efficiency and competitiveness of existing businesses and industrial production facilities; and accelerating the implementation of ongoing industrial projects, bringing them into operation as soon as possible to increase industrial production capacity by 2025.

In the New Rural Development Program, we will effectively implement democratic regulations, promote the strength of unity among the people, and strive to build an additional 20 villages meeting the criteria for model new rural areas, 7 communes meeting the criteria for advanced new rural areas, and 4 communes meeting the criteria for model new rural areas by 2025. We will mobilize all legal resources to invest in the construction of technical and social infrastructure projects and improve the material and spiritual lives of the people.

With clear strategic directions, potential, strengths, and favorable natural conditions, as well as the support of its people, Hoang Hoa district is demonstrating high determination and great effort, placing responsibility and affection in every decision and action, firmly realizing its aspiration to become a town before 2030.
