Proposal to expand lending target

Although universities currently have scholarship packages for students, with limited funding, not many students have access to these programs. With the credit policy for student loans, propaganda work in recent years has been carried out quite systematically when over 3.7 million students in difficult circumstances have received preferential loans from the Social Policy Bank to serve their studies as of October 2023.

Loan turnover reached 73,000 billion VND. Program outstanding debt reached over 13,301 billion VND with more than 290,000 households receiving loans and more than 515,000 students going to school, the overdue debt ratio only accounted for 0.57% of the total outstanding debt of the program. Currently, the maximum loan amount is 4 million VND/month/student.

However, according to Dr. Bui Lien Ha - Head of Political and Student Affairs Department (Foreign Trade University), the current loan level for students is low, not meeting the minimum needs of students. Because of high tuition fees, all costs for studying are becoming more and more expensive.

Mr. Vu Hai Quan - Director of Ho Chi Minh City National University also proposed to adjust the loan level to ensure that students can spend on living expenses equal to the average group of society and have enough money to pay tuition. In addition, it is necessary to expand the beneficiaries of student credit policy; reduce loan interest rates; adjust in the direction of increasing loan duration. Mr. Quan also proposed that the National Assembly needs to have specialized supervision on credit policy for students.

In reality, there are still places where students have difficulties in the process of applying for loans, so the desire of students, their families and schools is that the Social Policy Bank needs to optimize the application process, have detailed, unified and clear instructions so that students' families can prepare complete, quick, easy and simple applications.

Dr. Hoang Ngoc Vinh - former Director of the Department of Vocational Education (Ministry of Education and Training) acknowledged that since the Prime Minister's Decision 157/2007 was issued on September 27, 2007, millions of students have been able to borrow money to go to school, making the dream of poor students to continue going to school come true.

To make the policy more effective, it is necessary to continue to increase the capital fund of the Social Policy Bank for student loans. In addition, it is necessary to study the credit policy for commercial loans for students.

For example, there is a policy for commercial banks to provide student loan services, instead of only through the Social Policy Bank as at present, to diversify loan packages and make them more accessible to students.

"In the context of sharp increases in university tuition fees, amending credit loan policies to expand loan sources for students is extremely necessary," emphasized Dr. Hoang Ngoc Vinh.
