Many people are wondering in Ho Chi Minh City – the "second most expensive city in the country" – what tuition fees students at all levels of education have to pay?
On January 3, 2024, the Department of Education and Training issued document No. 14 regarding the implementation of Resolution No. 36 of 2023 of the Ho Chi Minh City People's Council and guidance on the collection and use of tuition fees for the 2023-2024 school year by educational institutions.
Resolution No. 36 of the Ho Chi Minh City People's Council is a resolution on special policies to support tuition fees for preschool children, public and private primary and secondary school students, and continuing education students in the city for the 2023-2024 school year. This is also a special social welfare policy of Ho Chi Minh City aimed at sharing difficulties and reducing the financial burden on parents, students, and learners in the context of the city's still challenging economy , contributing to encouraging and ensuring that "no student drops out of school due to inability to pay tuition fees." At the same time, it ensures that policies on exemption, reduction, and support of learning costs and tuition fee support comply with the regulations of Government Decree No. 81 of 2021.
According to the guidance document from the Department of Education and Training, for the 2023-2024 school year, educational institutions in Ho Chi Minh City are allowed to apply tuition fees as stipulated in Clause 2, Article 2 of Resolution No. 16 of 2022 of the People's Council (applicable to the 2022-2023 school year and subsequent school years under Government Decree No. 81 of 2021, and simultaneously apply the special tuition fee support policy according to Resolution No. 36 of 2023 of the People's Council for the 2023-2024 school year).
Primary school students return to school for the 2023-2024 academic year.
Specifically, the tuition fees for each educational level in Ho Chi Minh City for the 2023-2024 school year are as follows:
Nursery class: Children in group 1 pay 200,000 VND/month and children in group 2 pay 120,000 VND/month.
Kindergarten class: Children in group 1 pay 160,000 VND/month; children in group 2 pay 100,000 VND/month.
Primary school students are exempt from tuition fees.
Secondary school students receive 100% tuition fee support; students do not have to pay any fees.
High school students in group 1 pay 120,000 VND/month in tuition; group 2 pay 100,000 VND/month.
Students in continuing education programs at the high school level pay 120,000 VND/month in tuition fees; group 2 students pay 100,000 VND/month.
Group 1 consists of students studying at schools in Thu Duc City and the following districts: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, and Binh Tan.
Group 2 consists of students attending schools in the districts of Binh Chanh, Hoc Mon, Cu Chi, Nha Be, and Can Gio.
