The draft Decree clearly states that the principle of determining tuition fees for public educational institutions is to cover costs, with reasonable accumulation according to the Law on Prices and a roadmap to calculate sufficient costs appropriate to each level of education, socio -economic conditions of each residential area, consumer price index growth rate, and annual economic growth rate.
Privateeducational institutions are allowed to proactively set tuition fees and prices for other services in the education and training sector (except for services priced by the State) to ensure cost recovery, reasonable accumulation according to the provisions of the Law on Prices, and develop a roadmap to increase tuition fees in the following years by no more than 15% for universities and no more than 10% for preschools and general schools. These educational and training institutions must implement publicly according to regulations and be accountable to learners and society for their collection levels.

According to the provisions of the Draft Decree, the tuition fee framework from the 2025-2026 school year onwards for public preschool and general education institutions that do not yet ensure regular expenditures is as follows: For preschool and primary education, the collection level is 300,000 - 540,000 VND/student/month for urban areas; from 100,000 - 220,000 for rural areas; from 50,000 - 110,000 for ethnic minority and mountainous areas. For secondary school: The collection level is from 300,000 - 650,000 VND/student/month in urban areas; from 100,000 - 270,000 in rural areas; from 50,000 - 170,000 in ethnic minority and mountainous areas.
For high school level: The collection level is from 300,000 - 650,000 VND/student/month in urban areas; from 200,000 - 330,000 in rural areas; from 100,000 - 220,000 in ethnic minority and mountainous areas. Regarding the tuition fee roadmap, from 2026-2027 to the 2035-2036 school year, the tuition fee ceiling will be adjusted according to the appropriate rate for the local socio-economic conditions, the consumer price index growth rate, the annual economic growth rate and the people's ability to pay, but not exceeding 7.5% to reach the threshold of calculating full training costs in the 2035-2036 school year.
From the 2036-2037 school year onwards, the tuition fee ceiling will be adjusted based on people's ability to pay and the socio-economic conditions of each locality, but must not exceed the consumer price index growth rate at the time of determining the tuition fee compared to the same period last year as announced by the competent State agency.
Also in the Draft Decree, the tuition fee ceiling for public universities that are not self-sufficient in regular expenditure for the 2025-2026 and 2026-2027 academic years is regulated by training sector. In particular, the tuition fee ceiling for the next 2 academic years for the medical and pharmaceutical sectors is over 3.1 million VND/student/month and 3.5 million VND/student/month, while for other health sectors it is over 2.3 million VND and over 2.6 million VND. Other sectors range from over 1.5 million to over 2.0 million VND.
Public educational institutions that are self-sufficient in recurrent expenditures determine the maximum tuition fee to be twice the tuition fee ceiling of institutions that are not self-sufficient in recurrent expenditures. Public educational institutions that are self-sufficient in recurrent expenditures and investment expenditures determine the maximum tuition fee to be 2.5 times the tuition fee ceiling of institutions that are not self-sufficient in recurrent expenditures.
The draft Decree also stipulates the tuition fee framework for college and intermediate levels at public vocational training institutions according to training groups. In particular, in the 2025-2026 school year, the Health group has the highest tuition fee of 2.38 million VND/student/month and in the 2026-2027 school year it will increase to 2.8 million VND/student/month; other fields of study range from 1.4 million to 2.4 million VND/student/month. In addition, the draft Decree also stipulates educational support services, regulates subjects exempted, reduced, and supported with tuition and study costs.
