This activity recognizes the efforts of the staff and managers who have actively accompanied the Ministry of Science and Technology in creating a solid institutional framework, creating a driving force for the development of science and technology, innovation and digital transformation (ST&D).
At the 9th session, the 15th National Assembly passed 5 major laws related to science and technology, innovation and digital transformation, including: Law on Science, Technology and Innovation; Law on Digital Technology Industry (CCNNS); Law on amending and supplementing a number of articles of the Law on Product and Goods Quality (CLSPHH); Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations (TC&QCKT); Law on Atomic Energy (amended). From now until the end of 2025, the Ministry of Science and Technology will continue to submit 4 more laws, bringing the total number of laws it is drafting in the year to 9.
With outstanding achievements in directing the development of the Law and promptly implementing the two-level local government, Minister of Science and Technology Nguyen Manh Hung awarded Certificates of Merit to 6 leaders, including: Mr. Nguyen Phuong Tuan, Deputy Chairman of the National Assembly's Committee on Science , Technology and Environment, and 5 Deputy Ministers of Science and Technology: Bui The Duy, Pham Duc Long, Le Xuan Dinh, Hoang Minh, Bui Hoang Phuong.
Minister of Science and Technology Nguyen Manh Hung awarded certificates of merit to 6 leaders for their achievements in directing the development of 5 laws and implementing two-level local government.
At the Ceremony, the Ministry of Science and Technology also awarded Certificates of Merit from the Minister of Science and Technology to 06 collectives with many achievements contributing to the development of 05 Laws, including: Department of Legislation, Department of Science, Technology and Technology, Department of Planning and Finance, National Committee for Standards, Metrology and Quality, Department of Information Technology Industry, Department of Radiation and Nuclear Safety.

08 groups received certificates of merit from the Minister of Science and Technology for their achievements in implementing two-level local government, including: National Digital Transformation Agency, Vietnam Posts and Telecommunications Group (VNPT), Vietnam Post Corporation, FPT Company, Digital Services Department (National Digital Transformation Agency), VNPT Information Technology Company, Viettel Enterprise Solutions Corporation, Viettel Data and Artificial Intelligence Service Center. Many individuals also received certificates of merit from the Minister for this activity.
Deputy Minister of Science and Technology Pham Duc Long presented Certificates of Merit of the Minister of Science and Technology to collectives with outstanding achievements in implementing two-level local government.
In addition, 11 individuals from agencies of the National Assembly, the Government Office, the Ministry of Justice and civil servants and public employees of the Ministry of Science and Technology were also awarded Certificates of Merit by the Minister of Science and Technology for their active contributions in participating in the development of new Laws.
Deputy Minister of Science and Technology Hoang Minh awarded Certificates of Merit from the Minister of Science and Technology to 11 individuals from the National Assembly, Government Office, and Ministry of Justice for their outstanding achievements in the development of 05 Laws in the field of Science and Technology.
Deputy Minister of Science and Technology Bui The Duy presented Certificates of Merit from the Minister of Science and Technology to individuals with outstanding achievements in the work of developing the Law on Science, Technology and Innovation.
Deputy Minister of Science and Technology Le Xuan Dinh awarded certificates of merit from the Minister of Science and Technology to individuals with outstanding achievements in the work of developing the Law on Atomic Energy (amended).
Deputy Minister of Science and Technology Le Xuan Dinh presented Certificates of Merit of the Minister of Science and Technology to individuals with outstanding achievements in the work of drafting the Law amending and supplementing a number of articles of the Law on CLSPHH; the Law amending and supplementing a number of articles of the Law on TC&QCKT.
