Determined to effectively and efficiently implement solutions to combat illegal, unreported and unregulated fishing (IUU fishing), in the first 6 months of the year, the Department of Agriculture and Environment coordinated with the Police, Border Guard, Ha Long Bay Management Board, Bai Tu Long National Park, and a number of coastal localities to organize 27 inspections and control activities on exploitation and protection of aquatic resources at sea, and organized 24/7 surveillance at key fishing grounds. Thereby, the Department of Agriculture and Environment detected and handled 212 cases of administrative violations in fisheries, imposing fines of over 2.2 billion VND.
Quang Ninh province's functional forces guide fishermen to properly implement regulations on aquatic exploitation.
Every week, the Department of Agriculture and Environment compiles a list of fishing vessels at high risk of violating IUU and losing connection offshore for more than 10 days and sends it to the Border Guard, Police, and local People's Committees in the province and coastal provinces and cities for investigation, coordination, inspection, verification, and handling according to regulations. The Department of Agriculture and Environment also organizes inspection, extraction, and notification to 38 fishing vessels in the province at high risk of illegal fishing, of which 38/38 vessels are at high risk due to not having a license or having an expired fishing license, accounting for 100%; 4 vessels are at high risk due to not maintaining VMS signals (and having an expired fishing license), accounting for 10.5%.
In June 2025, through the central fishing vessel monitoring system, the provincial authorities detected 1 fishing vessel that crossed the permitted fishing area boundary, without receiving notification of the province's fishing vessels fishing in foreign waters being arrested. Based on the fishing vessel monitoring data provided by the Ministry of Agriculture and Environment, 48/140 fishing vessels in Quang Ninh were found to have signs of crossing the permitted boundary at sea in 2024. The Department of Agriculture and Environment worked with 47/48 captains/owners of fishing vessels to verify the cause. Accordingly, the preliminary cause was determined to be due to objective factors such as the area where these fishing vessels operated for fishing was located at the border between the waters of Vietnam and China, so when the fishing vessel had an engine failure, combined with bad weather (sudden waves, high tides, fog, limited visibility, etc.), the vessel drifted to Chinese waters. Immediately after knowing that the fishing boat had crossed the permitted boundary at sea, the captains/owners of the fishing boat made efforts and found the fastest way to bring their fishing boat back to Vietnamese waters. In the case of a fishing boat that has not been verified due to its frequent operations in the Hai Phong area, the Department of Agriculture and Environment issued Document No. 2626/SNN&MT-CCBTS dated May 9, 2025 requesting the Department of Agriculture and Environment of Hai Phong City to coordinate with relevant agencies to inspect, verify and handle the fishing boat QN-80168-TS showing signs of crossing the permitted boundary at sea.
By the end of June, the whole province had 4,281 fishing vessels with a length of 6m or more, including 3,534 vessels with a length of 6m to under 12m, and 273 fishing vessels with a length of 15m or more, a decrease of 8 vessels compared to the statistics of May. Fishing vessels with a length of 6m to under 12m have so far been granted fishing licenses for 3,324/3,534 vessels, reaching 94.1%; 210/3,534 vessels have not been granted fishing licenses, accounting for 5.9%. Fishing vessels with a length of 12m to 15m now have 474 vessels, 100% of which have been inspected, of which 385 vessels are still valid, the rest are waiting for re-issuance; 463 fishing licenses have been granted to 463 vessels, reaching 97.7%, of which 447 are still valid, 16 are waiting for re-issuance, and 11 have not yet been granted licenses, accounting for 2.3%. Fishing vessels with a length of 15m or more are 273, all of which have been registered and inspected, of which 256 are still valid, an increase of 18 compared to the previous month, accounting for 93.8%, and 17 are waiting for re-issuance, accounting for 6.2%; 273 fishing licenses have been granted to 2 ships, an increase of 2 ships compared to May, reaching 100%, of which 265 are still valid, and 8 are waiting for re-issuance; 100% of fishing vessels with a length of 15m or more have installed VMS equipment.

Implementing the direction of the Ministry of Agriculture and Environment, Quang Ninh has updated CCCD/CMT data of fishing vessels with a length of 6m or more on the VNFishbase system, 4,181/4,281 vessels, reaching 97.7%, of which vessels with a length of 12m or more are 747/747, reaching 100%; vessels under 12m are 3,436/3,534 vessels, reaching 97.2%; and 98 vessels under 12m are being updated, accounting for 2.8%.
Over the past 6 months, the work of controlling exploitation and output has been effectively implemented. The Department of Agriculture and Environment and localities continue to maintain and invest in facilities and human resources at fishing vessel control checkpoints according to Decision No. 1412/QD-UBND dated May 27, 2022 of the Provincial People's Committee. The checkpoints have staff on duty 24/7 to guide and carry out procedures for fishing vessels to arrive/leave ports and control exploited aquatic products output. As a result, the whole province received and carried out declaration procedures for 8,930 vessels arriving and departing from ports, of which 4,284 arrived and 4,646 departed; Collected and distributed 2,317 logs and exploitation reports, of which 1,378 were collected and 939 were distributed. The whole province also controlled the exploitation output of 36,625 tons, of which 1,829.4 tons were at Cai Rong port and 34,796.3 tons were at control points and statistics from communes/wards/towns.
It can be seen that the solutions to combat illegal, unreported and unregulated fishing have been implemented resolutely and effectively by the functional sectors of Quang Ninh province. This is a favorable condition for Quang Ninh to work with the European Commission (EC) Inspection Delegation - for the 5th time - in the coming time to remove the EC's "yellow card" warning on fisheries.
