Behind this technological revolution is AI and Robots Ventures Co (ARV), a subsidiary of the Petroleum Authority of Thailand (PTT), with its advanced data analytics software solution called Bedrock. Bedrock, developed by Bedrock Analytics Co – a subsidiary of ARV – is a digital data platform designed to support government agencies in managing data more effectively and promoting urban development.
Thanakorn Eamsakul, Senior Business Development Director at Bedrock Analytics Co., shared that the platform is significantly accelerating the tax collection process. Typically, government agencies take more than four months to calculate and collect taxes in a given area; however, thanks to Bedrock's AI technology, this task now takes only a few hours.
This acceleration stems from the ability to analyze data from on-site smart cameras and satellite imagery from the Geoinformatics and Space Technology Development Agency (GISTDA). According to Thanakorn, Bedrock can easily analyze shop signs and quickly calculate taxes based on this information. This helps increase tax revenue, especially from shop owners who have never paid taxes before. As a result, local administrative agencies using Bedrock have recorded a 17% annual increase in tax revenue, a significant jump from the previous 4.7%.
Furthermore, Bedrock is a valuable tool in urban planning, assisting governments in identifying areas at high risk of natural disasters. This allows authorities to issue timely warnings, helping residents prepare and minimize damage.
Bedrock's real-time data analytics capabilities allow for the integration of information from multiple sources, creating detailed risk maps and supporting more effective disaster response strategies. Beyond taxation and disaster prevention, Bedrock has broad application potential across sectors such as public utilities, telecommunications services, and healthcare.
This platform simplifies complex processes, optimizes the work of local administrative agencies, and improves the quality of public services. For example, in the healthcare sector, Bedrock can support data analysis to optimize hospital management; or in telecommunications, it helps improve network performance and customer service.

ARV CEO Milin Jeerapatsa emphasized that despite the sluggish economy , the demand for AI, data analytics, and robotic systems remains very strong. This technology not only improves work efficiency but also opens up opportunities for innovation in public administration. He affirmed that Bedrock and other ARV AI solutions are not intended to replace humans but to support, enhance productivity, and deliver sustainable value to society.
Nevertheless, the application of AI and Bedrock also presents some challenges. Data security and privacy are major concerns when handling sensitive information such as tax data or personal information. "AI represents the second era of digital transformation. However, it needs to be used cautiously with responsible governance," said Sak Segkhoonthod, senior advisor at the AI Governance Centre (AIGC) of ETDA, speaking at a workshop on AI governance.
