"Extra tutoring does not bring much value in developing learners"

(PLVN) - The Minister of Education and Training emphasized: "Extra classes can increase students' academic performance, but do not bring much value in developing students."

This information was given by Minister of Education and Training Nguyen Kim Son at a working session with Quang Ninh province on the afternoon of May 15 on educational management when implementing organizational and apparatus arrangements, contributing to the completion of the construction of the Law on Teachers in Quang Ninh province.

Speaking at the end of the working session, Minister Nguyen Kim Son affirmed that when restructuring administrative units, it is necessary to take ensuring the normal operation ofeducational institutions as the top priority, and not to mechanically merge educational institutions when changing administrative units. "After stabilizing the apparatus and thoroughly evaluating all aspects, then review the restructuring if necessary. The Ministry will provide specific instructions on this matter," said the Minister.

Regarding state management in the field of education, the Minister noted that there should be a division of responsibilities between the department and commune levels, but not rigidly. Citing some statistics (over 3,300 commune-level administrative units when organizing two-level local governments, 52,000 educational institutions, 23.4 million students), the Minister said that on average each commune has 7,000 students, while it is expected that there will be 2 commune-level education management officials. "There will be nationwide training to clarify the functions, tasks, and powers of these officials."

Also related to the reorganization of administrative units, the Minister said that it is expected that in the 2026-2027 school year, the principle of enrollment at all levels will be implemented without regard to administrative boundaries. Instead, the enrollment principle will be applied to ensure that students go to the educational institution closest to their place of residence. This has been piloted by Ho Chi Minh City since 2023 on the basis of applying the Geographic Information System (GIS).

Regarding the policy of organizing the second session, the Minister of Education and Training affirmed that the format of the second session is very open. However, the implementation principle is that only one session is needed to implement the main curriculum and is only allowed to be implemented in one session, this is the responsibility of the entire education sector. The second session will depend on the conditions of each locality.

Setting out the requirement that the second class session should not be distorted, the head of the education sector said that for schools to be orderly and teaching to be healthy, it is necessary to prevent students from being forced to take extra classes in any form. “Extra classes can increase students’ academic performance, but do not bring much value in developing students,” the Minister emphasized.
