According to the decision, the Academy has the function of conducting research activities, developing strategies, planning and policies; training at master's and doctoral levels; fostering expertise and profession; consulting and providing services in the fields of science , technology, innovation and digital transformation.
One of the core tasks of the Academy is to propose strategies, programs, and periodic action plans to the Minister of Science and Technology for approval and to organize implementation after promulgation.
Regarding research, strategy, planning and policy development, the Academy is responsible for theoretical research, summarizing domestic and foreign practices on science and technology development, innovation, digital transformation and fields related to socio-economic development. At the same time, the unit will preside over or participate in developing strategies, sectoral planning, policies, laws and development models under the management of the Ministry of Science and Technology.
The Academy also takes on the role of evaluating the implementation of issued strategies and plans and providing comments on strategic and planning documents of ministries, branches and localities when related to the state management function of the Ministry of Science and Technology.
Regarding scientific and technological research, the Academy organizes and implements research topics and projects on science, technology, innovation and digital transformation; at the same time, analyzes and forecasts trends, proposes solutions, tests and replicates practical application models. This is also a place to research and develop professional standards, economic and technical norms, science and technology market policies and human resource development.
In addition, the Academy develops and implements training programs for cadres, civil servants and public employees in the fields of science and technology; compiles specialized documents; organizes the issuance of training certificates and certifications according to regulations.
Regarding professional training, the Academy is responsible for developing and submitting to the Minister of Science and Technology for approval annual programs and plans and organizing and implementing training activities for cadres, civil servants and public employees in the management fields of the Ministry.
The unit also presides over the compilation of training programs and documents for specialized science and technology as assigned; organizes courses to improve knowledge, professional skills, foreign languages, administrative skills and issues certificates and certifications as prescribed. In addition, the Academy undertakes the task of training state management knowledge according to the standards of civil servant ranks and professional titles of public employees; and provides training according to job position requirements, especially leadership and management positions.
Regarding high-level training, the Academy has the function of training and granting master's and doctoral degrees in majors in the fields of science, technology, innovation and digital transformation, meeting the needs of developing high-quality human resources. The unit can open new training majors and majors in accordance with development orientations, social requirements and legal regulations.

The Academy is also allowed to cooperate in master's and doctoral training with domestic and international universities, academies and organizations, ensuring flexibility and expanding academic space.
Regarding international cooperation, the Academy actively implements association and cooperation activities with domestic and foreign organizations and individuals in the fields of: science and technology consulting, postgraduate training, technology transfer, innovation and digital transformation. At the same time, it supports Vietnamese enterprises to access advanced technology from abroad, participate in international programs and projects, contributing to enhancing the position of Vietnam's science and technology in the international arena.
The organizational structure of the Academy includes the following units: Office; Planning and Finance Department; Science and Training Management Department; Graduate Training Department; Strategy Institute; School of Training and Fostering of Science and Technology Staff; Vietnam Science and Technology Journal; Center for Strategic Consulting, Science and Technology Policy. Each unit will have its functions and tasks specifically regulated by the Minister of Science and Technology.
The Academy has a Director and Deputy Directors appointed and dismissed by the Minister according to regulations. The Director is fully responsible to the Minister and the law. Deputy Directors assist in managing assigned areas of work.
To carry out its tasks well, the Academy will establish a Scientific and Training Council and other advisory councils.
