The implementation includes training to enhance the professional capacity and skills of those assigned to organize the implementation of laws on grassroots democracy; strengthening information dissemination, propaganda, and legal education on grassroots democracy; raising community awareness about ensuring grassroots democracy; enhancing the responsibility of relevant agencies, units, localities, and organizations; and promoting the exemplary role of leaders, managers, officials, civil servants, and employees.
In addition, support and encourage the application of information technology and science and technology, equip technical means, and ensure other necessary conditions for organizing and implementing democracy at the grassroots level.
Strengthen inspection and supervision of the implementation of democracy at the grassroots level; commend and reward exemplary collectives and individuals who have achieved many accomplishments in promoting and organizing the effective implementation of democracy at the grassroots level; detect and strictly handle agencies, units, organizations, and individuals who violate the law on the implementation of democracy at the grassroots level.
The City People's Committee requires the specific identification of work content, implementation progress, and responsibilities of relevant agencies, units, localities, and organizations to ensure timeliness, synchronization, uniformity, effectiveness, efficiency, and an effective coordination mechanism.
Regularly inspect, supervise, and guide the timely handling of difficulties and obstacles in the process of organizing and implementing the resolutions of the City People's Council and related documents on grassroots democracy.
