Conference on Dissemination and Implementation of the Law on Management and Use of Weapons, Explosives and Supporting Tools No. 42/2024/QH15 and Documents Guiding its Implementation

On September 6, 2025, the Department of Industry and Trade of Hai Phong City coordinated with the Department of Industrial Safety and Environment, Ministry of Industry and Trade to organize a conference to propagate and disseminate legal regulations on industrial explosives and explosive precursors under the management of the Industry and Trade sector. Attending the conference were representatives of the Department of Industry and Trade, the Department of Industrial Safety and Environment, representatives of the Department of Administrative Management of Social Order of the Provincial Police, along with business leaders, managers, blasting commanders, warehouse managers of industrial explosives, miners, service people and subjects related to industrial explosives activities and employees of units operating related to industrial explosives and explosive precursors in the western area of the city.

Speaking at the Conference, Mr. Pham Tuan Hai - Deputy Director of the Department of Industry and Trade stated that the dissemination and popularization of legal documents (Laws, Decrees, Circulars, etc.) regulating industrial explosives and explosive precursors is very practical, with the goal that trainees must master the current provisions of the law, workers must ensure the necessary and sufficient conditions when participating in activities related to industrial explosives, explosive precursors and need to conduct periodic training to disseminate current regulations of the state.

In response to practical requirements, the Deputy Director of the Department of Industry and Trade requested that units operating in explosives in the city during the implementation of Decree 42/2024/QH15 and guiding documents must identify industrial explosives as special goods. The transportation, storage and use of industrial explosives not for the right purposes and safety standards will lead to loss of life, property and complicated impacts on the political security situation and social order and safety of the locality. Therefore, the management, storage, transportation and use of industrial explosives must be given attention; maintain inspection of the transportation of industrial explosives from the warehouse to the location of use; regularly monitor and strictly supervise the use of industrial explosives from the establishment of passports until the loading of explosives into mines; the recording of records and books by industrial explosives warehouse keepers and related officers must comply with regulations.

At the conference, delegates and trainees were informed by the Reporters about the system of legal regulations, issues related to the operation of industrial explosives and explosive precursors, practical experiences in ensuring safety in the management, transportation, use and fire prevention and fighting related to industrial explosives and explosive precursors, recommendations and especially sanctions for administrative violations in the field of industrial explosives and explosive precursors./.
