The Hanoi People's Committee is completing the documents to report to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee and will submit to the City People's Council for consideration of the project policy to renovate, embellish and reconstruct the park on both sides of the To Lich River.

The project's land use area is nearly 738,000 square meters. The construction site is along the To Lich River, passing through the wards of Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, and Hoang Liet.

According to the Hanoi People's Committee, the project is expected to build a road and yard category including a road, sidewalk and square, retaining wall, riverside walkway, step system - steps, ramps, curbs, tree pots, parking lot, sports field, playground, pedestrian path.
In addition, there will be architectural works including service works, highlight works and auxiliary works.

The project also builds green trees and other facilities and utilities. Route plan and project location are on a 1/500 scale.
Hanoi People's Committee said the total preliminary investment of the project is more than 4,665 billion VND.
The project to renovate, embellish and rebuild the park on both sides of To Lich River will be implemented from the third quarter of 2025 to the third quarter of 2027.

In addition to adding water from West Lake, on the morning of September 20, treated wastewater from Yen Xa Wastewater Treatment Plant began to be led through a separate channel to To Lich River at Thanh Liet Dam, adding about 230,000m3/day and night.
Water added from Yen Xa Factory and West Lake will keep the water level of To Lich River stable at 3.5m.
In the long term, Hanoi will study adding more water from the Red River to the To Lich River.

Ms. Nguyen Thu Quynh (57 years old, living on Lang Street, Lang Ward, Hanoi) said: "For the past few decades, we have suffered a lot because of the black water, which smells bad day and night, especially on rainy and sunny days or in the dry winter. Now that we see the clear water and no longer smells bad, we are very happy, we just hope it will stay like this forever."

Tourism products need to be designed to both preserve traditional culture and meet the needs of modern tourists.

The design unit believes that the river strip along Lang road with its large area and fairly straight terrain combined with the existing cycling route has created a natural separation between motor traffic and pedestrian space.
This unit believes that this is an ideal condition to develop live performance programs, or laser mapping light shows on the calm water surface of the river. Laser and live works can be staged separately, exploiting cultural themes and unique identities of Hanoi and Vietnam.
