Overview of the conference
Attending and chairing the conference were comrade Nguyen Thanh Sinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; Associate Professor, Dr. Nguyen Lan Hieu - Director of Hanoi Medical University Hospital; comrade Hoang Quoc Huong - Director of Lao Cai Department of Health . Also attending were representatives of the Department of Health of Lao Cai and Tuyen Quang provinces; leaders of specialized departments of Hanoi Medical University; leaders of People's Committees of communes and wards; hospitals and medical centers in the area and nearly 200 delegates and resident doctors participating in the cooperation program.

Over the past 3 years, with the attention and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, and the active and responsible support of Hanoi Medical University Hospital, the cooperation program has achieved many important results. Hanoi Medical University Hospital has sent 77 resident doctors and 01 nurse to support hospitals and regional medical centers; participated in examining 47,883 outpatients, treated 25,199 inpatients, consulted nearly 3,000 difficult cases, performed 639 surgeries, and 6,084 procedures. Along with that, 356 training courses and professional activities were organized, attracting more than 5,300 medical staff to participate. There are 39 medical staff of Lao Cai province who received intensive training for 3-6 months at Hanoi Medical University Hospital. 84 new techniques were successfully transferred, helping to increase the rate of technical services at regional hospitals from 28.8% in 2020 to 49.2% in 2025. In particular, many cross-level techniques in emergency resuscitation, surgery, obstetrics, pediatrics, etc. have been effectively deployed, contributing to saving the lives of many seriously ill patients and reducing the rate of referrals.

In addition to professional work, Hanoi Medical University Hospital also coordinated to organize voluntary medical examinations for more than 1,300 people in disadvantaged communes, detected and supported the treatment of many cardiovascular diseases, and provided timely emergency care to critical cases. Doctors also participated in 10 grassroots scientific research projects, making practical contributions to the development of local health care...
In his opening speech, Mr. Hoang Quoc Huong - Director of Lao Cai Provincial Department of Health affirmed: "The cooperation program has brought about clear changes in the quality of medical examination and treatment, helping people, especially in remote areas, to access high-quality medical services right in the locality. This is an important foundation for Lao Cai province to continue to improve the capacity of grassroots health care and develop comprehensive health care in the new period".
On behalf of the provincial leaders, the Vice Chairman of the Provincial People's Committee commended the cooperation results and requested the provincial Health sector and units to continue to thoroughly grasp the viewpoint that taking care of people's health is an important political task; focusing on developing grassroots health care, promoting digital transformation, training high-quality human resources, developing key specialties and expanding cooperation with Hanoi Medical University Hospital in the period of 2026-2030.

Speaking at the conference, Associate Professor, Dr. Nguyen Lan Hieu - Director of Hanoi Medical University Hospital affirmed that the school and hospital will continue to accompany and support Lao Cai in training human resources, transferring specialized techniques, gradually building a sustainable medical cooperation model, contributing to improving the quality of health care for people in the highlands.
The conference also heard presentations from regional hospitals and medical centers on a number of issues such as: the effectiveness of staff rotation work of Hanoi Medical University Hospital to support the Hospital; technology transfer work; training work; support in consultation, diagnosis, scientific activities, specialist examinations, etc. At the same time, lessons learned were shared and cooperation solutions for the coming period were proposed.

With the spirit of “Cooperation – Responsibility – Efficiency – For the health of the people”, the medical cooperation program between Hanoi Medical University Hospital and Lao Cai province has affirmed its clear effectiveness and profound humanitarian significance. This is an important foundation for the two sides to continue to build a more comprehensive and sustainable cooperation program for the period 2026-2030, contributing to the goal of caring for and improving the health of the people, especially those in remote, isolated and border areas of the province.
