Hanoi Moi Newspaper reporter interviewed Head of Emulation and Rewards Department (Hanoi Department of Home Affairs) Nguyen Cong Bang about the results achieved in the period of 2020-2025 and solutions to continue making the patriotic emulation movement a great driving force for building and developing the Capital.

The new point of the thematic emulation movements in the period of 2020-2025 is the direct assignment to departments and branches as standing agencies, linking emulation movements with professional tasks. Thanks to that, the discovery of typical examples becomes more substantial and effective.

The City's Patriotic Emulation Congress has the theme "Solidarity, innovation, creativity, emulation to build a civilized, modern, happy Capital". In the next 5 years, the emulation movement and reward work need to continue to innovate, promote the strength of the great solidarity of the entire people and the entire political system; become a great driving force to build the capital Hanoi "Cultured - Civilized - Modern", exemplary, leading in the new era - the era of national growth.

Before implementing the 2-level local government model (July 1, 2025), all 382/382 communes in the city had met the new rural standards; 17/17 districts and Son Tay town had met the standards and completed the task of building new rural areas. This is a result of special significance, not only creating a new look for rural areas, but also contributing to affirming Hanoi's leading position in implementing the new rural construction program nationwide.

Ngo Van Ngon, Deputy Chief of Office of the Hanoi New Rural Area Coordination Office, shared: "In the past, many farming households lived entirely on rice, but since Hanoi has promoted the construction of new rural areas, people have boldly switched to high-value crops and livestock."

Director of Hanoi Department of Agriculture and Environment Nguyen Xuan Dai said: "Based on the National Criteria for New Rural Communes for the 2021-2025 period and the Draft Criteria for the 2026-2030 period of the Ministry of Agriculture and Environment , Hanoi city requests communes to organize assessment and review of the current status of new rural construction in the area after the rearrangement".

Vietnam's pangasius exports are showing positive signs. According to the latest figures from the Customs Department, in August 2025, pangasius export turnover reached 200 million USD, up 5% over the same period last year. In the first 8 months of 2025, this figure exceeded 1.4 billion USD, 10% higher than in 2024.

From a policy perspective, Deputy Director of the Multilateral Trade Policy Department (Ministry of Industry and Trade) Pham Quynh Mai affirmed that the synchronous implementation of FTAs, especially new-generation FTAs, has brought about outstanding results. In the 2021-2025 period, Vietnam's import-export turnover maintained double-digit growth. Notably, exports to the European Union (EU) increased by nearly 30%, while new markets such as Canada and Mexico also increased by nearly 18%.

However, Deputy Director of the Trade Promotion Agency (Ministry of Industry and Trade) Hoang Minh Chien frankly pointed out that many of Vietnam's export products, especially agricultural products, still suffer from limitations in deep processing, lack of strong brands, and uneven quality.

In recent years, especially from July 1, 2025, when the two-level local government model comes into operation, wards and communes have simultaneously implemented violations. However, the effectiveness has not been high as sidewalk encroachment still occurs on many streets.

From July 1, 2025 to present, Cua Nam and Kim Lien wards have also organized the removal of a series of illegal signs and handled the situation of messy parking on Ly Thuong Kiet, Quang Trung, Chua Boc and Pham Ngoc Thach streets.

Deputy Director of Hanoi Department of Construction Nguyen The Cong explained that the core cause of sidewalk encroachment comes from rapid urbanization, high population growth, and increasing number of personal vehicles, especially cars, putting great pressure on the already overloaded traffic infrastructure.
