Consolidation of 3 National Target Programs
The Government Office has just issued Notice No. 631/TB-VPCP dated November 19, 2025, concluding the conclusion of Permanent Deputy Prime Minister Nguyen Hoa Binh at the meeting on the Report on proposed investment policy for the National Target Program on new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas for the period 2026 - 2035.
The announcement stated that the consolidation of the three national target programs: New rural construction, sustainable poverty reduction and socio -economic development in ethnic minority and mountainous areas for the period 2026 - 2035, is of utmost importance to realize the Party and State's goal of making the people rich, the country strong, and the people have a prosperous and happy life; this is the highest goal, requiring unified awareness. The integration into one program does not reduce policies, but helps to focus more on ethnic minority and mountainous areas in the coming time with the following aspects:

Firstly, the current core poor areas are mainly areas inhabited by ethnic minorities. The poverty reduction program previously implemented nationwide now needs to focus on investing heavily in this area to help ethnic minorities have a good life and escape poverty sustainably;
Second, the construction of new rural areas in the past time has been carried out nationwide. Currently, the results of new rural construction nationwide have been continuously improved. The remaining areas need to focus on ethnic minority and disadvantaged areas to continue improving the lives of ethnic minority people;
Third, the 3 integrated programs will focus on increasing investment in disadvantaged areas and ethnic minority areas; instead of the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas only being implemented until 2030, we will continue to extend it until 2035, strengthening policies for ethnic minority and mountainous areas;
Fourth, it is necessary to clearly recognize which agency does the best and most effective work, then choose it to improve implementation efficiency, quickly bring support policies into life, and ensure that people benefit promptly and substantially;
The three National Target Programs mentioned above still have overlapping contents. The Government Standing Committee has met and passed a resolution on this issue, agreeing to integrate the three Programs into one Program. In order to carry out the assigned tasks, the Ministry of Agriculture and Environment has actively participated in a short time, and has so far basically completed the documents and contents as required, and the ministries and branches have basically agreed on the contents of the draft report proposing the investment policy of the Program.
On behalf of The Prime Minister and Deputy Prime Ministers acknowledged and highly appreciated the efforts, positivity and urgency of the Ministry of Agriculture and Environment, the Ministry of Ethnic Minorities and Religions, the Ministry of Finance, relevant ministries, agencies and agencies of the National Assembly in the process of preparing the report on investment policy proposal for the Program. The integration of 3 Programs into 1 Program will bring higher efficiency in the process of implementing the set goals on socio-economic development in rural areas, ethnic minority and mountainous areas.
Focus on key issues, key points, creating momentum for the entire program
In the coming time, to effectively implement as required, the Deputy Prime Minister requested ministries and branches to focus on implementing the following tasks:
The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Ethnic Minorities and Religions and the Ministry of Finance to receive opinions from ministries, agencies, and the State Appraisal Council, promptly complete the dossier of the Program Investment Proposal Report for appraisal by the State Appraisal Council, closely coordinate with the National Assembly agencies to complete the procedural dossier, submit it to the competent authority for approval in time to report to the National Assembly at the 10th Session of the 15th National Assembly.

The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Ethnic Minorities and Religions to urgently review and complete the dossier, ensuring that the content is not spread out, focusing on key and key issues, creating a boost for the entire program; removing difficulties and bottlenecks that cannot be implemented in the 2021 - 2025 period; reviewing the objectives and contents, ensuring that there is no overlap in the overall content of the 3 Programs as well as between the component contents and the contents of other Programs. The tasks must be clear, simple, easy to do, easy to implement, and highly feasible; on the basis of implementing according to the objectives and targets approved by the National Assembly, it is necessary to ensure that the objectives are higher than previous requirements; be responsible for the content of the dossier submitted to the Government, ensuring that the dossier is qualified before being sent to the agencies of the National Assembly. Research to include in the draft Resolution of the National Assembly the following content: During the implementation of the Program, the Government shall proactively allocate and adjust the budget for implementing the Program within the total capital decided by the National Assembly.
The Deputy Prime Minister requested the National Assembly's Economic and Financial Committee, the National Assembly's Ethnic Council and the National Assembly's Committees to closely coordinate with Government agencies to examine and complete the dossier of the Investment Policy Proposal Report for the Program, and submit it to the National Assembly Standing Committee and the National Assembly.
After being approved by the National Assembly, ministries, agencies and localities focused on effectively implementing the Program, promptly overcoming limitations and problems arising during the implementation process, and effectively using capital resources in the past time.
