Hai Phong has nearly 2 million farmers who are the force in building new rural areas.

The 1st Congress of the Vietnam Fatherland Front of Hai Phong City, term 2025-2030, was held on November 25 and 26.

The 1st Congress of the Vietnam Fatherland Front of Hai Phong City is an important political event, the first congress of the Vietnam Fatherland Front of Hai Phong City under the new organizational model. In particular, the congress took place after the success of the 1st City Party Congress, term 2025 - 2030.

With the theme "Solidarity - Democracy - Innovation - Development", the 1st Congress of the Vietnam Fatherland Front of Hai Phong City will evaluate the results of implementing the action program of the Vietnam Fatherland Front of Hai Phong City from 2024 to present; set out goals, directions, tasks for the 2025 - 2030 term; discuss and contribute opinions to the draft documents of the 1st Congress of the Vietnam Fatherland Front; contribute opinions to the Charter of the Vietnam Fatherland Front (amended and supplemented); consult to elect the 1st City Committee of the Vietnam Fatherland Front, term 2025 - 2030; consult to elect the Delegation to attend the 1st National Congress of the Vietnam Fatherland Front, term 2026 - 2031.

The congress was attended by 340 official delegates who are representatives of all political - economic , cultural - social, defense - security fields of Hai Phong city.

According to the political report presented to the congress, currently the working class, civil servants and laborers in the whole city have over 615,000 people playing a pioneering role in the industrialization and modernization process. The city also has nearly 2 million farmers, this is the force playing a key role in building new rural areas and improving the lives of people in rural areas. Along with that are 973,000 young people, a young human resource, with knowledge and aspirations to contribute.

According to the general assessment, since the beginning of the term, the Front organizations at all levels have continued to be consolidated, and social consensus has been increasingly enhanced. Patriotic emulation movements, campaigns, grassroots democracy implementation, participation in Party and government building, and social supervision and criticism have achieved practical results. The application of information technology and digital transformation have been deployed synchronously, gradually changing the organizational thinking, content and methods of operation of the Front in the new period.

Besides, the front work still has shortcomings and limitations such as: Information and propaganda work, grasping the people's situation is sometimes not timely. The work of building organizations, cadres and conditions to ensure activities are not commensurate with the new situation.

With the theme "Solidarity - Democracy - Innovation - Development", the 1st Congress of the Vietnam Fatherland Front of Hai Phong City will evaluate the results of implementing the action program of the Vietnam Fatherland Front of Hai Phong City from 2024 to present.

In the coming time, the congress will consistently determine the guiding viewpoint of taking the people as the center, subject, goal and driving force of innovation; combining democracy, discipline and rule of law; shifting from formal movements to substantive results: Strongly innovating the content and methods of operation, enhancing the core political role of the Front and socio-political organizations in consolidating and building the great national unity bloc, promoting democracy, strongly directing activities to the grassroots, creating social consensus; playing a good role as a bridge between Party committees at all levels, the government and the people.

The Congress also proposed 7 action programs for the 2025-2030 term. In the action programs, the Vietnam Fatherland Front of Hai Phong City focuses on implementing democracy at the grassroots level. Continue to concretize and improve the quality and effectiveness of social supervision and criticism work, according to the criteria of "3 publicity - 3 supervision"; organize "Month of listening to people speak" and dialogue activities, collect people's opinions; strengthen and expand people's foreign affairs activities according to the motto "Proactive, flexible, creative, effective" associated with implementing Resolution No. 59 of the Politburo on international integration in the new situation.
