Differences in investment in renovating and upgrading village cultural houses
The cultural house of Tam Thuong 2 village (Vinh Thinh commune) has just been invested in, renovated and repaired to be spacious. Ms. Nguyen Thi Hoa, a local resident, said: "I have witnessed many changes in my hometown, but in no period have I seen as many changes as the period when the locality built new rural areas and model new rural areas. Thanks to that, the spiritual life of rural people has been significantly improved."
Not only in Vinh Thinh, a suburban area in the eastern part of Hai Phong, most of the village cultural houses are now invested in building spacious, clean and beautiful houses. Cultural houses become useful community activities places for people with health clubs for the elderly; sports playgrounds for teenagers; folk dance and art clubs practicing in the evenings. All community activities of rural people are organized at cultural houses.
In contrast to the synchronous and highly effective investment in the eastern Hai Phong area, in the western Hai Phong area, the investment in renovating and building new cultural houses is still modest. In Nam An Phu commune, after the merger, the local government is very concerned because the local infrastructure is still lacking. In particular, most of the village cultural houses have been built a long time ago, while before the merger, the locality prioritized investment in urgent projects. Now, after the merger, it is even more difficult to mobilize capital to upgrade, invest in, and renovate village cultural houses.
Chairman of Nam An Phu Commune People's Committee Nguyen Van Tuy said that the locality was merged from 3 communes Quang Thanh, Lac Long, Thanh Long, in which Lac Long commune has 6 villages, only 5 villages have cultural houses and all are in a state of disrepair. In the cultural houses, the equipment system is old, outdated, not meeting the requirements for radio broadcasting...

Shorten the investment gap
According to Nguyen Quoc Hung, Deputy Head of the City's New Rural Area Coordination Office, the criteria and targets for cultural houses are mandatory in the set of criteria for new rural areas and advanced new rural areas. Specifically, criterion No. 16 in the set of new rural areas and criterion No. 6 in the set of advanced new rural areas stipulate that villages have cultural houses of sufficient area, multi-purpose halls, cultural centers, community activities, etc.
The difference between the eastern and western regions of Hai Phong is due to the fact that before the merger, the two old localities had different investments. The eastern localities of Hai Phong often invested in a rolling manner. The city has investment capital for communes in the process of building new rural areas and model new rural areas, mainly focusing on infrastructure works, including village cultural houses. In the western region of Hai Phong, Hai Duong province (old) only has a small part of the "seed" capital that the province supports for the National Target Program on building new rural areas in the period of 2021 - 2025 in the area. Accordingly, each commune that meets the advanced new rural standards will be supported by Hai Duong province (old), 2 billion VND, and each commune that meets the model new rural standards will be supported by 3 billion VND; the commune will be supported with an additional 2 - 6 billion VND depending on the commune budget. Along with that, mobilize additional combined capital sources. With that capital, it is only enough to invest in building essential and urgent works. Cultural houses are more difficult to be selected for investment than other infrastructure projects...
At the monitoring program of the Urban Committee (City People's Council) for the Department of Agriculture and Environment on the implementation of public investment projects in the period of 2021 - 2025, Head of the Urban Committee (City People's Council) Pham Van Khanh said that after the merger of Hai Duong province and Hai Phong city, it is necessary to ensure uniformity between the two eastern and western areas of the city in building new rural areas. Therefore, the Committee proposed that the City People's Committee select and invest in building new rural areas according to 2 options: Option 1 is to invest in a rolling manner, with investment phases in the period of 2026 - 2030, completing each commune in each criterion. Option 2, select priority areas for investment such as education, health, culture, transportation, etc.
Vice Chairman of Gia Loc Commune People's Committee Doan Ngoc Thuan said that after the merger of Hai Phong city, the city's communes expect that in the coming period, the city will continue to pay attention and devote resources to investing in harmonious infrastructure for both eastern and western localities, including traffic works, cultural houses, schools... to make Hai Phong countryside more civilized and modern...
With the people's expectations and the proposed plan of the Urban Committee (City People's Council), it is hoped that the communes in the western area of Hai Phong will have many opportunities to renovate, upgrade or build new ones to soon harmonize with the eastern area of Hai Phong...
According to the review of the City's New Rural Area Coordination Office, in the 5-year period (2021 - 2025), the eastern area of Hai Phong has 370 cultural houses; 100% of the total number of cultural houses in this area are invested in new construction, upgrading, and renovation with capital sources for new rural construction. Meanwhile, in the western area of Hai Phong, only seriously degraded cultural houses are invested in small-scale renovation on the basis of capital sources from target programs.
