Online conference to promote public investment in 2025 (3rd time)

On the morning of September 17, the Government held the third online conference to promote public investment in 2025 in 34 provinces and cities. Prime Minister Pham Minh Chinh chaired the conference. Attending were Deputy Prime Ministers; leaders of central ministries and branches.

Attending and chairing the conference at the provincial bridge were comrades: Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vuong Ngoc Ha, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of a number of departments, branches, and construction investment project management boards of the province.

According to the report of the Ministry of Finance , the payment of public investment capital from the beginning of the year to August 31 was VND 409,174 billion, reaching 46.3% of the plan assigned by the Prime Minister, higher than the same period in 2024 (reaching 40.4%). Disbursement of public investment capital in 2025 has more positive signals than the same period in 2024, in which disbursement of local budget capital has improved significantly, disbursement of capital of national target programs has also increased higher. There are 8 ministries, central agencies and 22 localities with disbursement rates reaching the national average or higher; 30 ministries, central agencies and 12 localities have disbursement rates below the national average. The progress of public investment capital disbursement, although higher than the same period last year, has not yet met the plan and expectations of the Government and Prime Minister.

At the meetings of the Prime Minister , the Central Working Group and ministries, branches and localities pointed out and identified the difficulties and main causes affecting the disbursement of public investment capital, such as the implementation of some projects at some times and some ministries, branches and localities not being really drastic; the role and responsibility of the head in some cases not being fully and clearly promoted.

The conference spent time listening to reports from ministries, branches and localities and proposing solutions to remove difficulties and obstacles to promote disbursement of public investment capital and complete growth targets for 2025.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh said that there are still bottlenecks and bottlenecks in the disbursement of public investment capital. The Prime Minister emphasized that public investment capital is the source of capital that leads, activates, and mobilizes all resources and capital of society for development. Therefore, all levels and sectors, especially the leaders, must enhance their responsibilities, promote good work and places, and overcome bad work and speed up the disbursement progress.

The Prime Minister requested to continue seriously and effectively implementing the Central's instructions. Continue to follow the "6 clear" motto, specify personal responsibility; be more proactive, dare to think, dare to do, dare to take responsibility, propose tasks and solutions that are close to the situation. Ministries and branches specifically assign leaders to monitor and urge each project; urgently allocate allocated capital but not yet assigned; transfer capital from projects with low disbursement potential to projects with good disbursement. The entire political system resolutely carries out site clearance work, strengthens communication to create consensus among the people. Strictly handle units and organizations that intentionally slow down progress, causing difficulties in project implementation; review ministries, branches and localities that are weak in implementation.

The Prime Minister requested ministries and branches, in accordance with their functions, tasks and authority, to continue to remove difficulties and obstacles for localities, promote the highest sense of responsibility to ensure progress and efficiency, improve the quality of works, ensure correct processes and procedures, and fight corruption and negativity. He requested that in the new situation, it is necessary to renew thinking and take drastic actions to create jobs, improve people's material life, eliminate old ways of thinking and doing, overcome stagnation, create momentum, patriotic movements, and driving forces for development.
