BPO - This morning (June 22), Prime Minister Pham Minh Chinh chaired a meeting: The Central Steering Committee for the nationwide implementation of the elimination of temporary and dilapidated houses held its 5th online meeting to evaluate the results of the past period and implement tasks for the coming period; the State Steering Committee for important national and key transportation infrastructure projects aimed at accelerating construction progress, resolving obstacles, and ensuring the quality and progress of key transportation infrastructure projects nationwide; and evaluating the disbursement of public investment capital in the first six months and implementing solutions to promote public investment in 2025.

Attending the conference at the Binh Phuoc branch were Alternate Member of the Central Committee of the Party, Secretary of the Provincial Party Committee Ton Ngoc Hanh; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Tran Tue Hien, along with leaders of provincial departments and agencies and leaders of districts, towns, and cities in the province.
38 localities have completed the program to eliminate temporary and dilapidated houses.
At the meeting, delegates focused on evaluating the program's implementation over the past period, particularly the outstanding results in supporting the construction and repair of housing for policy beneficiaries. To date, the whole country has supported the elimination of temporary and dilapidated houses for poor and near-poor households through the launched program, resulting in 125,888 houses being completed in 38 provinces and cities. It is expected that the remaining localities will basically complete the goal of eliminating temporary and dilapidated houses before August 31, 2025…

For Binh Phuoc province, 100% of the set targets have been achieved, providing support for the construction and repair of houses for 1,316 poor and near-poor households, as well as those who have rendered meritorious services to the revolution and relatives of martyrs. The province also announced the completion of the "Eliminating temporary and dilapidated houses" movement and organized a conference to summarize and reward collectives and individuals with outstanding achievements in implementing this movement.
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized: Eliminating temporary and dilapidated houses is a profound political and humanitarian task, reflecting the spirit of "leaving no one behind." He also commended the provinces and centrally-governed cities that have completed the program, as well as the units and businesses that have supported and assisted the movement to eliminate temporary and dilapidated houses nationwide. He requested that the remaining localities continue to mobilize the entire political system, maximize social resources, and promote the role of the people and the business community to achieve the set goals as soon as possible.
Focus maximum resources and resolutely complete the 3,000km of expressways on schedule.
At the 17th session, the Prime Minister assigned 34 tasks to ministries, sectors, and localities, focusing on resolving difficulties and obstacles and accelerating investment preparation procedures for projects. To date, the units have completed 11 tasks on time; however, a small area of land and the relocation of technical infrastructure remain unfinished as directed, affecting progress; some projects planned for completion in 2025, managed by local authorities, still have remaining work volumes, impacting the plan to complete 3,000 km of expressways and other key national projects…
The program to eliminate temporary and dilapidated houses in Binh Phuoc province is being implemented with various investment methods (Providing prefabricated houses to beneficiaries under the program in Bu Dang district).
For Binh Phuoc province, the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, the section passing through the province, has been allocated 1,314 billion VND in public investment for 2025. To date, over 184.2 billion VND has been disbursed, reaching over 14% of the plan. Regarding the Western North-South Expressway project, the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section, the province has commenced component projects 3 and 5 in accordance with legal regulations. For component project 1, implemented under the public-private partnership method, the province has selected an investor and is currently negotiating and signing a contract for implementation.
At the meeting, the Ministry of Construction issued decisive directives, requiring localities and units to focus maximum resources and coordinate closely to complete the progress milestones set out in accordance with the Prime Minister's instructions. The Ministry of Construction also emphasized the importance of ensuring quality, labor safety, and preventing corruption and negative practices during the project implementation.
Enhancing accountability with the "6 clear principles" to boost public investment in 2025.
As of June 20th, central ministries and agencies had allocated and assigned public investment capital plans totaling over 818 trillion VND. Estimated payments for the first six months reached over 264 trillion VND, equivalent to more than 32% of the allocated capital plan. Disbursement of central government budget funds was approximately 88.5 trillion VND, lower than the same period in 2024.
For Binh Phuoc province, the total public investment plan for 2025 has been allocated at over 17,531 billion VND, with disbursements reaching nearly 1,538 billion VND by June 20, 2025, exceeding 10% of the target set by the Government. Regarding solutions to accelerate the disbursement of public investment capital in 2025, the province has outlined eight groups of tasks along with key solutions. These include focusing on accelerating land clearance, prioritizing the allocation of sufficient funds for compensation and land clearance for eligible areas, and especially focusing on the implementation of the Western North-South Expressway project, specifically the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section, to ensure progress according to the plan approved by the Government.

At the meeting, representatives from ministries, sectors, and localities reported on the progress and highlighted the difficulties and obstacles in capital disbursement, proposing various solutions to overcome them and promote public investment in the coming period.
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized the particularly important role of public investment in promoting economic growth, creating jobs, improving infrastructure, and raising people's living standards. He requested that ministries, sectors, and localities identify achieving 100% disbursement of public investment capital as a key political task from now until the end of the year. He urged ministries, sectors, and localities to thoroughly understand the directives from higher levels, uphold individual responsibility with the motto "Clear person, clear task, clear time, clear responsibility, clear product, clear authority" for each project to accelerate the implementation and disbursement of allocated public investment capital…
Prime Minister Pham Minh Chinh also emphasized to ministries, sectors, and localities that the implementation of the two-tiered local government system should not affect the progress and quality of key national transportation projects and promote public investment in 2025, contributing to the acceleration of the country's socio-economic development.
