Mr. Tran Quoc Nam, Chairman of the Ninh Thuan Provincial People's Committee, stated that the province is implementing its socio-economic tasks in 2024 amidst new opportunities and advantages, but also facing more difficulties and challenges. However, with the decisive involvement of the entire political system, high political determination, and the focused, flexible, creative, and effective direction and management of all levels and sectors, the province will effectively implement breakthroughs and key sectors and fields to promote growth.
As a result, the socio-economic situation continued to recover steadily and grow at a relatively high rate (8.74%). The province's trade, tourism, service, and industrial sectors experienced significant growth; the agricultural and rural economy maintained stable growth, with high-tech agricultural production exceeding the set target; budget revenue was quite high, exceeding the plan; disbursement of public investment capital basically met the target; business activities showed signs of recovery; key and driving projects were focused on and accelerated…
Speaking with a reporter from the Investment Newspaper, Mr. Le Kim Hoang, Director of the Department of Planning and Investment of Ninh Thuan province, said that immediately after the provincial planning was approved, the province organized a conference to announce the plan, combined with investment promotion, aiming to provide basic information about the provincial plan; introduce and promote the image of the province, its potential, advantages, preferential policies, and development orientation to domestic and foreign investors, creating a ripple effect to realize the provincial plan.
When the Central Committee and the National Assembly decided to restart the Nuclear Power Plant Project, Ninh Thuan province recognized this as an opportunity and a driving force for the province's socio-economic development, contributing to ensuring national energy security and promoting the early formation of a clean and renewable energy center for the whole country.

Simultaneously, the province developed an Implementation Plan for the Master Plan, which was approved by the Prime Minister. This plan clearly defines the appropriate roadmap and direction, and specifically outlines programs and projects to implement the objectives and tasks set forth in the plan. It assigns specific and clear responsibilities to each agency and unit, mobilizes the entire political system to create a combined force, and maximizes support from the central government to concretize it into appropriate mechanisms and policies to effectively mobilize and utilize resources for the plan's implementation.
Currently, the goals and orientations of the Provincial Planning have gradually been realized in the province's five-year and annual plans, achieving positive results. Specifically, the economic structure has shifted in the right direction (increasing the proportion of industry); agricultural production has developed quite comprehensively; services and tourism have recovered, with a strong increase in the number of tourists visiting the province; the investment and business environment has improved significantly; and the province's competitiveness has improved considerably.
In 2024, the province approved investment policies and investors for the implementation of 13 projects with a total registered capital of VND 32,846 billion; and adjusted 53 projects with a total additional capital of approximately VND 18,414 billion. Among the projects whose investment policies were approved, there are large-scale projects that will create a ripple effect and promote the province's economic development in the coming years, such as the Phuoc Hoa Pumped Storage Hydropower Project (total investment capital of VND 22,865 billion), the Northwest New Urban Area Project (VND 7,750 billion), the Social Housing Project at Thanh Hai Resettlement Area (VND 1,136 billion), and the Phan Rang Center Project (VND 864 billion)...
Mr. Hoang stated that Ninh Thuan is blessed with favorable natural conditions, including sunshine and wind, for the development of renewable energy. The province also serves as a gateway connecting the Southeast Key Economic Region and the southern Central Highlands and South Central provinces, with a relatively comprehensive transportation infrastructure system encompassing air, rail, road, expressway, and sea transport.
In particular, one of Ninh Thuan's advantages is its access to land. All districts in the province, which are classified as having particularly difficult socio-economic conditions, enjoy the highest investment incentives. Therefore, land lease prices in industrial zones in Ninh Thuan are only 30% of the national average.
In addition, the province also has preferential policies for priority sectors and industries as stipulated in the Investment Law. Ninh Thuan also commits to ensuring the best interests and the most convenient and simple administrative procedures for investors.
Ninh Thuan has harsh natural conditions and an arid climate; a relatively low starting point; limited investment resources; economic development has not been commensurate with the province's potential and advantages; the economic scale is still small; the investment and business environment and competitiveness are limited; and businesses are small in scale and have low competitiveness. Therefore, the province is committed to promoting investment attraction and creating resources for development.
The province has been actively promoting innovation in investment promotion, focusing on on-site investment promotion; significantly improving the investment and business environment; maintaining regular dialogues with businesses to promptly address difficulties; promoting the development of the private economy, and supporting businesses in innovation and creativity.
The province has also made strong efforts to reform administrative procedures in the investment sector, enhancing level 4 public services, and has reduced the time for processing investment approval procedures by 30% compared to central government regulations (from 29 working days to 23 working days).
Aspiration to become the energy and renewable energy hub of the entire country.
According to the Director of the Department of Planning and Investment, Le Kim Hoang, identifying 2025 as a year of acceleration, breakthrough, and achieving the highest possible results for the goals and targets of the 2021-2025 five-year socio-economic development plan, Ninh Thuan will focus on prioritizing and promoting rapid and sustainable economic growth; restructuring industries and sectors in a substantive and effective manner, linked to innovation in growth models, improving productivity, quality, and competitiveness of the economy; focusing on removing bottlenecks in mechanisms and policies; and accelerating the implementation of key inter-regional infrastructure projects.
In the industrial and construction sector, Ninh Thuan is accelerating the investment in infrastructure for industrial zones and clusters such as Ca Na, Du Long, Phuoc Nam, Hieu Thien, Phuoc Tien, Quang Son, Phuoc Minh 1, Phuoc Minh 2, etc.; and continues to focus on supporting the development of small-scale handicraft villages linked to tourism development.
Regarding tourism, the locality will strengthen linkages and connections with national and regional tourism routes; attract and organize national and international events; develop night-time economic models to support service and tourism industries; strive to attract 3.6 million tourists by 2025; and the added value of the service sector is expected to increase by 10-11%.
Notably, in 2025, Ninh Thuan will continue to innovate in investment promotion, focusing on on-site investment promotion; significantly improving the investment and business environment; maintaining regular meetings and dialogues with businesses to promptly address their difficulties; promoting the development of the private economy and supporting businesses in innovation.
In particular, in 2025, the province will continue to effectively implement the policy of developing Ninh Thuan into a national energy and renewable energy center, in conjunction with the implementation of the Power Development Plan VIII; prepare the conditions for restarting the Ninh Thuan Nuclear Power Plant Project; attract investment in offshore wind power projects according to the approved Power Development Plan VIII; and complete the Project on Building an Inter-regional Renewable Energy Industry and Service Center in Ninh Thuan.
Ninh Thuan province also recognizes that regional transportation infrastructure plays a crucial role in the province's socio-economic development. Mr. Nguyen Van Vinh, Director of the Ninh Thuan Provincial Department of Transport, stated: “The synchronized implementation of Ninh Thuan province's transportation infrastructure system is very important for economic development and shortening the distance between regions within the province… The formation of a comprehensive transportation network will ensure smooth traffic flow, shorten transportation distances, reduce transportation costs, and facilitate trade and exchange of goods between regions, especially in remote areas of the province.”
