
After more than two months of implementing the two-tiered local government model, the Ministry of Finance reports that the implementation progress at the grassroots level has yielded many positive results.
As of September 15, 2025, 56,103 commune-level units nationwide had opened accounts at the State Treasury, accounting for 99.68% of the total. In addition, 56,142 units had already paid salaries for September 2025, equivalent to 99.74% of the total, reflecting the synchronized and serious efforts of local authorities right from the initial stage.
To ensure stable operation, the Ministry of Finance promptly proposed that the Government provide 3,119 billion VND in support to 27 localities.
The specific allocation is 1.5 billion VND per commune for the Northern Midlands and mountainous areas, North Central region, Central Highlands, and Mekong Delta, and 1 billion VND per commune for the remaining areas.
These resources are focused on essential needs, such as infrastructure and equipment to support the operation of the commune-level government apparatus after the reorganization. Currently, the Government Office is submitting a proposal to the Prime Minister to decide on additional funding in accordance with the approved Resolution.
Furthermore, to meet the requirements of digital transformation in administrative management, the Ministry of Finance, in coordination with the Ministry of Interior, is reviewing and proposing an additional 12.8 billion VND for 5 localities to support the digitization of district-level archival documents. To date, 33 out of 34 localities have issued resolutions on the decentralization of revenue sources and expenditure responsibilities between the provincial and commune levels – an important step in implementing financial decentralization and creating a foundation for the stability of the new model.
Nevertheless, the implementation process faces difficulties. Some commune-level units lack qualified finance and accounting personnel, causing obstacles in appointing chief accountants and opening treasury accounts, directly affecting budget disbursement.
Furthermore, the handover of financial and accounting records after the merger remains delayed, particularly in handling the remaining budget balances at the district level after June 30, 2025 (the date when district-level agencies cease operations). The conversion of revenue and expenditure data between the old district and the new commune levels is not yet synchronized, causing difficulties in management.
To address this, the Ministry of Finance proposes that localities proactively allocate budgets for training and capacity building of finance and accounting staff at the commune level; at the same time, the provincial level should be directly responsible for organizing training, especially in disadvantaged areas. In cases exceeding their authority, localities must promptly report to the Ministry for compilation and submission to the competent authority for consideration and support.
In the coming period, the Ministry of Finance will continue to urge localities to promptly open Treasury accounts for units that have not yet completed the procedures, ensuring that the payment of salaries, social security policies, and development investments are carried out in accordance with regulations.
The Ministry will also review the actual needs in each locality to promptly propose additional budget allocations, and at the same time compile the needs for support from the central budget for document digitization, infrastructure investment, information technology equipment, and the construction of public housing in newly established communes, especially in mountainous, remote, and disadvantaged areas.
Furthermore, the Ministry of Finance is coordinating with other ministries and agencies to research and develop specific financial mechanisms for each type of two-tiered administrative unit, such as urban areas, mountainous regions, and islands, in order to allocate and utilize resources effectively, in accordance with the practical requirements of each locality, and to ensure the new model operates stably and sustainably.
