Meeting of the Provincial Steering Committee on Science, Technology Development, Innovation and Digital Transformation

On the afternoon of April 18th, the Steering Committee for Science, Technology, Innovation and Digital Transformation of Ha Nam province and the Steering Committee for Digital Transformation in the provincial Party agencies held their first meeting. Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, and Head of the Steering Committee for Science, Technology, Innovation and Digital Transformation of the province, chaired the meeting.

Attending the conference were Ms. Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee, Standing Deputy Head of the Steering Committee on Science , Technology Development, Innovation and Digital Transformation of the province; and members of the two Steering Committees.

Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, and Head of the Steering Committee on Science, Technology, Innovation and Digital Transformation of the province, delivered the concluding remarks at the conference.

At the conference, delegates discussed and contributed to the draft documents: the Working Regulations, the Notice of Assignment of Tasks to Members of the Steering Committee on Science, Technology, Innovation and Digital Transformation in Ha Nam Province and the Steering Committee for Digital Transformation in Party Agencies of Ha Nam Province; the Decision on Establishing the Working Group to Assist the Steering Committee on Science, Technology, Innovation and Digital Transformation in Ha Nam Province and the Decision on Consolidating the Working Group to Assist the Steering Committee for Digital Transformation in Party Agencies of Ha Nam Province.

Comrade Nguyen Minh Tien, Standing Committee member of the Provincial Party Committee, Head of the Provincial Party Committee's Internal Affairs Department, and Permanent Deputy Secretary of the Party Committee of the Provincial Party Agencies, delivered a speech at the conference.

Simultaneously, the focus of the discussion was on tasks and solutions to enhance the effectiveness of science, technology, innovation, and digital transformation development in the province: Strengthening propaganda efforts and raising awareness among Party committees, government agencies at all levels, and the people about science, technology, innovation, and digital transformation development; issuing regulations and policy mechanisms that create breakthrough institutional frameworks for the province, creating a competitive advantage; accelerating investment in infrastructure to attract universities to operate soon; accelerating the implementation of the Ly Nhan High-Tech Park; reviewing, organizing, and reorganizing records and documents for digitization to facilitate mergers; ensuring the security and safety of data systems during the reorganization and implementation process; promoting digital transformation and the application of science and technology in the operations of state agencies; resolutely implementing Government Decree 06; striving for 100% of administrative procedures to be conducted online. Based on the feedback from the Steering Committee members, Provincial Party Secretary Truong Quoc Huy requested the Provincial Party Committee Office to fully incorporate the feedback to finalize the drafts; and to send notifications to the secretaries of district, town, and city Party committees regarding the plan for implementing science and technology development, innovation, and digital transformation, so that they can proactively propose work contents and procure equipment to serve the implementation of tasks.

The Provincial Party Secretary also requested the Provincial Party Organization Department, the Department of Internal Affairs, and the Department of Science and Technology to research and organize training programs to enhance the knowledge of officials in departments, agencies, and localities; and at the same time, requested the secretaries and standing committees of district, town, and city Party committees to focus on directing the handover of files, documents, and other tasks to best serve the implementation of the new operational model in the coming time…
