On the morning of June 30, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Quang Ngai province held a ceremony to announce the Resolutions and Decisions of the Central and local governments on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing Party organizations, and appointing Party Committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees at the provincial and commune levels.
At the ceremony, Mr. Nguyen Xuan Thang, Politburo member, Director of Ho Chi Minh National Academy of Politics said that this is an important event, of historical significance in the development process of Quang Ngai province in particular, as well as in the general development of our country.
The two provinces of Kon Tum and Quang Ngai were formerly located at the connection between the Central Highlands and the Central Coast. This is a region of special strategic significance in terms of politics, economics , national defense and security of the country.
Kon Tum has potential for agricultural and forestry economy, with conditions to form a number of large specialized areas, applying technology; forming a national medicinal value chain, a large-scale specialized area for Ngoc Linh ginseng. Quang Ngai province is an important industrial center of the Central region with Dung Quat Oil Refinery, deep-water seaport. Dung Quat industrial parks and economic zones are being invested in and expanded.

“The merger of Kon Tum and Quang Ngai provinces is part of the development strategy of the region and the whole country to form a new administrative unit with a large enough scale, potential and ability to make a strong breakthrough, becoming an important growth pole in the Central Highlands region, creating a driving force for the whole region and the country. The new Quang Ngai province after the merger will possess unique dual advantages, harmoniously combining geostrategic depth and ecological-economic diversity,” Mr. Thang emphasized.
According to Mr. Thang, Quang Ngai province has many favorable conditions to build a multi-center growth model, closely linked regions, adapting to the trend of green economy, digital economy, and circular economy. At the same time, this is also an opportunity to innovate governance models, reform institutions, implement digital government, modernize the administrative apparatus and improve the quality of service to the people.
Ms. Bui Thi Quynh Van, Secretary of Quang Ngai Provincial Party Committee, said that the two provinces with two distinct features will converge into a unified whole, blending to promote strengths, support and compensate for limitations.
“No longer limited by the old administrative boundaries, a unified development space will be formed, where the potentials and advantages of each locality are integrated, complemented and spread to each other, creating a new strong and sustainable development driving force,” emphasized the Secretary of the Quang Ngai Provincial Party Committee.
Breakthrough solutions in the future
To effectively exploit the above potentials and advantages, Mr. Thang also pointed out important contents that Quang Ngai province needs to focus on in the coming time. Specifically, Quang Ngai focuses on researching and repositioning the province in the overall space for regional linkage development, placing it on the East-West strategic economic corridor axis connecting the Central Highlands - Central Coast - Southern Laos - Northeastern Cambodia - Thailand, closely linked with the national strategy and the Central Resolutions on regional development. At the same time, urgently review, integrate, and update the provincial planning, ensuring synchronization with regional and national planning, both effectively exploiting the locality's comprehensive advantages and expanding new development space and space.
In addition, restructuring the economy, establishing a new growth model with a focus on improving productivity, quality, efficiency, added value and competitiveness of the economy, promoting industrialization and modernization, taking science, technology, innovation and digital transformation as the main driving force.

In particular, promote the restructuring of industries towards modernization, in-depth development, diversification of industries; develop high-tech, environmentally friendly industries. Strongly develop industries: petrochemical refining, post-petrochemical refining, metallurgy, mechanics and supporting industries. Promote the development of other important industries such as: Electronics, artificial intelligence, biology, semiconductors, energy, consumer goods production; develop processing and manufacturing industries to serve the development of agriculture, forestry and fishery associated with concentrated, large-scale raw material areas in advantageous areas.
“Proactively promote the connection between Dung Quat Economic Zone, Bo Y Border Gate Economic Zone and Chu Lai Open Economic Zone to form a key industrial center of the region and the whole country,” said Mr. Thang.
In addition, Quang Ngai promotes investment mobilization to complete the infrastructure of industrial parks and industrial clusters, especially the connecting traffic system and waste treatment system. Support and promote the progress of large industrial projects with spillover effects, creating momentum for industrial development in the province such as the project: Upgrading and expanding Dung Quat Oil Refinery, Hoa Phat Dung Quat 2 Iron and Steel Complex, Steel Rail and Special Steel Factory, VSIP II, Dung Quat I, Dung Quat II, Dung Quat III Combined Gas Turbine Power Plant projects, Dak To Industrial Park and Concentrated Medicinal Plant Production, etc.
Promote economic, infrastructure and science and technology development towards innovation, regional linkage and sustainable development. Prioritize the development of organic agriculture, forestry economy, medicinal economy, focusing on Ngoc Linh ginseng and endemic precious medicinal species, fruit trees, cold-climate vegetables and flowers, industrial crops. Form concentrated raw material areas associated with deep processing, creating goods with high added value for export.
Promote the synchronous development of marine economy - tourism - services, taking Ly Son island special zone, Mang Den eco-tourism area, tourist destinations associated with historical, cultural, spiritual heritage and ethnic minority identities as highlights. Along with that, form ecological and smart urban areas along both banks of Tra Khuc and Dak Bla rivers, linking nature conservation with modern development, diversifying industries.
“Continue to improve the investment environment, free up resources, remove bottlenecks, encourage creative startups, accompany businesses and form a team of dedicated and visionary entrepreneurs, contributing to the economic development of the province; carry out social security work well, develop human resources and improve people's lives; focus on preserving and promoting the cultural identity of ethnic groups, harmoniously integrating them into socio-economic development…”, Mr. Thang shared.
